I normally don't give poor reviews... but this one is more than deserving! I'll give it in bullet points:
1. I was hung up on more than 4 times, I thought it might be my phones (yes, plural)
2. When I walked in the store I was just in time to overhear the clerk/florist/owner being snarky to a customer on the phone: "I know how to use a pen and a paper... I know how to take a number!"
3.When I told her about the supposedly "bad phone connection" she denied that it was her & that I had the wrong number (the same number plasted all over her website).
4. I was there a max of 5 mins - placing order request for pick up. When we were done, I requested an order form - she abruptly told me there was none to give, she had more important orders to take care of such as a funeral delivery waiting. I insisted on having confirmation of some sort - she got pissed & scrawled one out stating that no other florist does this. I asked her name... Connie.
4. Got home... had a really bad feeling abt my order & decided to check out reviews and the BBB. Well, lo and behold... "F" rating and many complaints similar to my own.
5. Called to cancel my order (using the initial ph #) she answered & hung up on me. When I called the alternate number, the same person answered again (Connie), denied it was her, took my cancellation, and as I was lodging my complaint she hung up on me once again!

So much more negatives have been left out, but I'll leave it at that

Flowers by Penny Lane will NEVER get my money!! Shame on you Connie... shame on you! (That will be 0 STARS!!)

BEWARE - DON'T BE ANOTHER VICTIM OF THEIR SCAM! I ordered flowers for my sister on 6/7/12. Just like previous reviews, they were never delivered and my credit card was charged twice for 2 different amounts. I called the following day to cancel the order and spoke to Connie. She said she would take care of it. About 2 weeks later, my account was credited for one of the amounts. I have since been on the phone with Carol 3 times to try to get the other amount credited back to my charge. She tells me it is Teleflora's fault. I wish I had read the other reviews before I dealt with this place. DO NOT BE A VICTIM YOURSELF. TAKE YOUR BUSINESS ELSEWHERE! I only gave it a star because it was required. I wish someone would shut this place down!!!

This is the worst run business in all of Reisterstown. My mom ordered flowers for me as I was getting out of the hospital and she wanted me to have them. I get home and the following day I get this little thing of mostly dead flowers. Well

I agree with all the negative reviews below, and the one with 2 charges sounds just like me.What a scam going on.I wish i would've seen all these negative reviews on the different internet sites before i ordered flowers from her for a funeral.The flowers never showed up and to make matters worse i was charged twice. Worst experience of my life. I ordered flowers for Valentine's Day which did not get delivered. I canceled my order the following day to which she said that was fine.

The next day the flowers get delivered, AND I get charged a second time.

I called back and she screamed 'LET ME DO MY JOB" and hung up again. I called back and asked to speak to the manager since she was being rude and seemed like she didn't know what was going on (she didn't have any record of my order and was going to go look for it). She said "How about the OWNER, I am the owner, is that good enough for you?!" and hung up. I called back and she said she was going to report my phone number for harrassment.

I filed a complaint with the Better Buisness Beureu, and they said that they have 15 complains about the buisness, only 2 of which have been responded to, and those were not even resolved.

Following that I filed a complaint with Teleflora (the parent company), but have still not recieved my money back.

I TOTALLY AGREE 100% with all the previous reviews. A Negative 5 is what I truly feel they should receive. MY GOODNESS! I know I'm from the South where Southern Hospitality comes naturally but this was Ridiculous! I never placed an order with this shop and am glad I didn't. Had I seen these reviews before calling, I never would have even considered them to send Birthday Flowers to my sister. Because these reviews are so very True! When I called, she told me her drivers were leaving in 10 mins and that this would not be enough time to get a 1/2 doz of roses together. Really??? A half a dozen....Please! You're a Florist! Anyway, while I thought aloud that I may need to contact another florist, she hung the phone up in my face. I thought we accidentally got disconnected. When I called and ask her did she just hang up the phone in my face, she responded by saying..."Well you said you were going to call someone else, there was nothing else for us to discuss" then she hung up the phone again in my FACE! I'm like, is she for real? Maybe I'm living in Fairytale land, but I would think a business with good customer service would have said something like "sorry we couldn't accommodate your needs today but try us back another time" Again....I guess this is only in Fairytale Land especially when you are dealing with Flowers by Penny.

This is THE WORST place to go for flowers. Not only was the arrangement UGLY - but they have continously refused to pay me my refund - I never left the store with the flowers but they still can't give me my money and it has been 60 days! How can they stay in business?? Do yourself a favor and DO NOT EVER visit them for flowers.

I could have picked flowers off the side of the road and duct taped them on to a piece of cardboard and it would have looked better then the flower arrangements they sent to my step fathers funeral. When I called to complain first they were closed during normal business hours, then I talked to the manager and she hung up on me rather then resolve the issue! I really don't know how they are in business!

I only rate this a ONE STAR because you have to give it at least one. Otherwise... it doesn't even rate!Trust me when I tell you - You DO NOT want to do business with Flowers by Penny Lane!!!!I work for a company who HAD an account with them. We don't 'normally' use them but on rare occasion. We received a bill for long stem roses for over $75. We (as a good upstanding business) paid the invoice when it was received. Low and behold... we found out that it WASN'T even ours!!!! She billed the WRONG customer! They even have the name of the other business on there. This woman CONNIE.... ACTS as receptionist, customer service, manager AND owner! (TRYING to disguise her voice, she'll tell you that whoever you want to speak with is not in) HA!She REFUSES to refund this money. How unethical is that?? Not to mention (same in the other persons review) she does NOT take responsibility, she does NOT return phone calls, she LIES about 'the check is in the mail'... AND SHE HAS HUNG UP ON US, SEVERAL TIMES!!!Does this sound like someone you want to conduct business with??? I say RUN THE OTHER WAY!! Tons of florists out there.... You DON'T want to use this one!

I do not recommend them for a wedding. She seemed very knowledgeable and had good advices at the beginning,(that's why we chose her); however, they did not deliver what they promised. Furthermore, they did not take any responsibility for the mishaps after the wedding. The bridal bouquet was not good at all. They do not return calls in time
