I just went into this consignment shop for the first time over the weekend--I believe it's relatively new (at least the one here), and is right near the Green Street consignment shop on Chestnut. I thought there was a higher hit rate of interesting clothes at Buffalo Exchange than I've seen at Green Street, but I don't know if that's because it just opened--we'll see how it does as time goes by. Along with your standard Gap and Express brands, I also spotted Helmut Lang (a coat for $110), Armani Exchange (sweater for $25), Michael by Michael Kors, and Marc Jacobs (pants for $35 that alas did not fit me), Diesel and Citizens of Humanity jeans for $25-35. Other brands will be less (e.g. H&M pants were about $12). They also had several racks of very cute T-shirts and skirts. So it's looks like it can be a great place to get high-end brands for less, if you don't mind it being used! But of course, prices are not as dirt-cheap as your average thrift store, but it depends on what you're looking for. The dressing rooms were nice, and I thought the staff was friendly. They have a 5-day return policy (store credit only).
PROS: Some great finds!
CONS: More pricey than a thrift shop
