Wasted my time! Lost 1.5 hours of work time traveling to my new house for Cardinal to do a bid on a deck and fence. The guy shows up 5 min Kate and refuses to even talk to me about options since my wife wasn't there. They solicited me by coming door to door and then treated me like dirt. What kind of business is this?

Had a composite deck (ELK Crosstimbers) installed in Spring 2008. I noticed some minor warping and gaps by the fall of 2011. I contacted them in Spring 2012 when the problems were much more noticeable, but I still thought they were only aesthetic. Cardinal sent out a rep, informed us there were problems with the materials and provided some assistance placing a claim with the manufacturer of the composite material (now GAF, ELK was sold). They warned us that other customers were having difficulty getting the company to honor the full terms of the warranty. In the process of placing the claim, we found that the deck was a total rip-off. We paid $17,900 for the deck after a very high pressure sales pitch in which we were convinced that the we were paying a premium for the Elk Crosstimbers product which had a better warranty and was a much higher quality than Trex, but that we were saving several thousand dollars by signing the contract immediately before the cost of petroleum increased, and they had to buy new inventory at higher prices (composites are a petroleum-based product). The material was cheaper and less stable than Trex, and total material costs were only $5,600. Labor was approximately $3,500 and Cardinal is just the GC who subs out the work. The sub complained that the project was misquoted, and he was not being compensated adequately for his total time, labor and costs on the project. Initially the deck did not pass inspection because the handrail was not to code. Cardinal had the sub come out and put an add-on handrail onto the deck to make it compliant. I also had to fight for close to 4 months to get $9,000 warranty settlement from the manufacturer because Cardinal sold the product using an outdated warranty (5 years labor and materials). At the time I purchased my deck, the warranty offered by ELK (now GAF) was actually 1 year materials only. GAF honored the outdated ELK warranty after a lot of intense negotiation. Cardinal offered nothing. They made $8,800 profit on a deck that failed in 4 years, and is now structurally unsound. Expect a 50% mark-up on any project they bid - AVOID!

Spring time is approaching so I thought it important to share my experience with Cardinal for those considering any home improvement projects in the near future. Here is the letter I sent them in May of 2012 with some updates since a few of the items were addressed:

"Please see the below list of issues related to the fence installation at XXXXXXX St. Charles, MO 63301. I respectfully request an owner of the company contact me as soon as possible to discuss resolution of these issues. I can be reached at 636-XXX-XXXX.

I also request Wells Fargo's assistance is resolution of these issues and to postpone the start of billing until these issues are fully resolved.

1. Northernmost gate is not even with the surrounding fence sections and is too high off of the ground. - CORRECTED,
2. Slats for one section on the hill were not ordered long enough and need to be replaced. - CORRECTED,
3. Gate hardware parts were promised to be galvanized steel but are plastic. - NOT CORRECTED. IN FACT, THIS WINTER, THE GATE HARDWARE COMPLETELY FROZE MAKING IT IMPOSSIBLE TO EVEN OPEN THE GATES!
4. Existing chain-link posts were cut-off at the ground level and not removed per the contract. NOT REMOVED BUT THEY WERE CUT LOWER BUT WILL EVENUALLY RESURFACE.
5. Contractor used homeowners hose reel and caused damage to the hose reel. Replace hose reel. NOT CORRECTED,
6. Numerous instances of inconsistent slat spacing at the posts due to improper layout of fence posts. Top and bottom rails were to be "routed on-site" to ensure proper alignment, plumbness and spacing. CORRECTED,
7. Permit was not obtained from City of St. Charles by Cardinal prior to start of construction. PERMIT WAS EVENTUALLY OBTAINED,
8. Retaining wall was removed by contractor and not replaced as promised by salesman. NOT CORRECTED. HOMEOWNER FIXED,
9. Excess dirt was spread under the fence covering established turf instead of placed at the agreed location for spoils. Remove excess dirt to allow turf to grow or return in the fall and seed these areas. NOT CORRECTED.
10. Contractor used homeowners electrical on the rear of the house and now the electric does not work at that location. UNRELATED TO CARDINAL.
11. Dirt not leveled at the bottom of the fence. PARTIALLY CORRECTED. THE FENCE IS SO HIGH OFF THE GROUND IN SOME AREAS THAT OUR DOG CAN SQUEEZE UNDER. IN SOME AREAS I HAVE PLACED LARGE BLOCKS TO KEEP HER IN. VERY UNSIGHTLY FOR A NEW FENCE BUT WE HAVE NO OPTIONS.
12. Trash was left in the homeowners front yard and in the neighboring yards. HOMEOWNER CORRECTED.
13. Provide copies of invoices from Kroy materials to verify that all materials installed was actually manufactured by Kroy. NOT PROVIDED. NO ASSISTANCE OR INFO PROVIDED FROM CARDINAL FOR WARRANTY. NOT SURE IF WARRANTY IS IN EFFECT.
14. Prior to performing any additional work on the property, provide names of the individuals hired by Cardinal to install fence and perform repairs so we may determine if they have any criminal records, are not registered sex offenders, and are properly insured/licensed/bonded. I do not have confidence that Cardinal properly screens their subcontractors. NOT PROVIDED.
15. Dirt left in front of home in the street by contractor. CORRECTED.
16. Cardinal promised to use "their own crew" for the work and not contract the work to someone else. Crew that installed the fence were not Cardinal employees, were not loyal to Cardinal, and their workmanship was sub-standard. The crew leader even offered his own personal service to homeowner on their next home improvement project!
17. Contractor filled oversized fence post holes with broken pieces of old concrete in lieu of using new concrete. NOT CORRECTED.
18. Cardinal did not supervise the installation of the fence and has not contacted homeowner to schedule an inspection of the "completed" work. INSPECTION WAS PERFORMED."

Now almost a year later and after numerous attempts to reach agreement, Cardinal is not responding to my written requests for warranty work. They have their money at this point so they have no incentive to correct any remaining isues.

James from Cardinal came out to do an estimate for siding for us. I actually about kicked him out of my home by the end of the meeting. He spent 2 and a half hours at our house, which was great, we did have a lot of questions. The first half of the meeting was actually going well. He was very imformative about the siding, answered our questions, etc. However, when it got to the part of him giving us a price he was very high pressure. I told him we weren't going to make a decision today (at the beginning of our meeting). It's a lot of money and I wanted to shop around and get highly educated on siding. He told us that if we said yes today they could offer us an incentive and save $3k which brought it from $15k to $12k. Ok, well that's great but I'm not saying yes. This is when he started acting childish. He told me I was overanalyzing and went into a conversation about psychology and how there's your gut instinct and your emotional instinct (at this point he was studdering so I knew he was just saying anything to get the sale) and that if our gut is saying it's right then we should do it. He also kept saying this is what you want right? Well we told him of the choices he gave us what we would pick but we were still undecided on vinyl or fiber cement (which he bad mouthed all his competitors in a very unprofessional way if you ask me). His final desperate plea was that he would write up a contract today contigent upon us sleeping on it for a few days. This part I really didn't get. He was so desperate and studdering and by this point I was so upset I just wanted him out of our house. I had told him that we needed to wrap up as we had another company coming to do an estimate. The guy actually came as we were trying to wrap up with James. In the end he was rude to us, acted like we were idiots for passing up a good deal and was kind of throwing his stuff in his bag. We actually did like him at first and might have actually gone with Cardinal but his attitude when we wouldn't decide today blew it. Don't waste your time having them come out for their high pressure sales pitch.

Poor workmanship was what we are left with after putting our trust in Cardinal. Their non-Emglish speaking workman cut off our fence posts (according to the city inspector) so they could did shallower holes.. They cut our phone line and did not bother telling us until the next day. They ignored our request to be careful of our clearly marked irrigation system. They did not supervise their work nor did they inspect it in the end. Do not work with a man named Craig. He told different stories to my wife and I, and to his own boss.

While attending the St. Charles Home and Garden Show during the spring of 2010 we collected names and information about various companies to consider building our deck. After meeting with representatives from three companies and reviewing materials recommended and bids, we decided to engage Cardinal Home Improvements.

Roger and his crew did an excellent job building our deck. There was no need to correct any work because they communicated with us as they progressed and everything was done correctly the first time.

We wish all craftsmen were as skilled in their trade and able to communicate as well as Roger and his team.

The sales guys for Cardinal knocked on our door at 6PM on a weekday and apologized, pretty sincerely, for disturbing our dinner. I thought I would give them a chance to bid on our roof project.
We scheduled a time and date a few days later...they called the same moment they were due and said they could not come to our house (scheduled for 5-6PM) and would need to reschedule for another date, even though I offer to meet them later in the evening.

It sounded like they had a contract in signing and had diverted their attention to the live customer instead of the potential customer. The guy on the phone was polite but clearly there is NO recognition of the importance of the customer to these guys.

There are plenty of options out there ?? save yourself some trouble and skip Cardinal Home Improvements.

I would highly recommend Cardinal Home Improvement. Have dealt
with other home improvement companies before, Thomas Construction, Just Ok, Midtown, forget them, ignorant people to do business with. Cardinal salesman were professional, nice, not pushy,
and thoroughly new and explained there windows. Currently purchased a Joyce Window from them, Expert Installation, window works perfectly, looks top quality. Don't laugh, but tested with a special
piece of equipment I have, just to see how much better this window is
compared to my 10 yr old contractor grade window. The interior part
of the window was 7to 8 degrees warmer than my other windows in
the same room. Wow what a difference.This is by far the best Window I have ever purchased. Can't wait to get rest of house done. Would highly
recommend this Joyce window Cardinal currently sells. Even there
production managers who just come out to the house and measure,
are so professional and nice. Was a real pleasure dealing with them.
My Installer did such a awesome Job, took his time to make it as perfect as he could. So do yourself a favor and use Cardinal Home Improvement. Barry C

I had Cardinal Home put in a gate and fence for me. It looks wonderful. A great improvement to my house. The workman ship and product are very high quality. The sale person was very impressive and professional. I will have them return to give me a quote on windows. Which will replace the windows I had put in by Thomas Constrution - very poor quality and workman ship. But I'm very impress with Cardinal Home Improvements. Would highly recommend them.
