      <title>4 Stars:  Good Cut for a Good Price (by Rhoda B.)</title>
      <description>&lt;p&gt;I have been getting my hair cut at Northgate Penney's for nearly 25 years now. That includes about ten years of permanents I would rather forget now (but at the time, they seemed like a good idea!). I switched to them when the Gene Juarez cuts at Nordstrom's just seemed too expensive for my modest needs. &lt;/p&gt;

&lt;p&gt;I like the salon because it has an old fashioned, low key, friendly vibe, and the prices are fair (not as cheap as some of the low end &amp;quot;drop in&amp;quot; shops, but I like to be able to set an appointment with a stylist I know).&lt;/p&gt;

&lt;p&gt;Stylists are classified and priced according to their experience level. Sheila and Fran are the two I know best, and both do a great job on my short hair (and perms!). Nice, friendly people, too.&lt;/p&gt;

&lt;p&gt;The salon also does a good job on scheduling appointments and calling beforehand to remind you--a friendly and helpful little extra. They have manicures and a wide range of beauty products available, as well. Also, they have enough stylists that they can usually fit you in as a drop-in, if you have a hair emergency.&lt;/p&gt;

&lt;p&gt;PROS: Cuts that earn compliments, at reasonable prices; convenience
