I called Allegheny county Weatherization Program and found out that all they were able to do was to caulk my windows and check my furnace. I have single paned windows that actually form a sheet of ice on the inside during the winter. As I am older and live alone I am unable to climb ladders and put plastic on the windows every year. I was told by the woman a litany of things that Allegheny County Weatherization could "not" do for the low income home owner. Noting that application process required a lot of paperwork and copy of my deed etc, I just did not bother applying.
I am sure that the office workers there are very frustrated not having enough funds to feel like they can really help people.
I just heard that the 2009 Stimulus plan will include a heck of a lot of money for local Authorities to use for low income Weatherization. I also understand that each household can qualify for about $3,000 or maybe more for weatherization. I understand the need for red tape to weed out those who do not qualify and would be happy to be "red taped" a lot if I could just get some windows that don't form ice on the inside.
I am sure that my rating will go up if and when the Program gets moving and gets those construction jobs into the Allegheny county Economy - as we sure need the jobs and we sure need the weatherization.

Years ago when you applied for this program they came to your house and almost remodeled it to make sure you were okay for winter. Now all they do when you sign up for the program is check the furnace, caulk the windows and put up weather stripping on doors. That is about the extent of what they do for your home. Considering all the trouble you go through... including they want to see a copy of your deed. I guess any work on your house free is a good thing. The contractors that they hire to do the work are very professional. I guess that is always something to be happy about. If you are up for the HASSLE apply... although I did call them once for a question and I could not even leave them a message because the voice mail box was full.

PROS: Free Home Improvements
CONS: Hassle/Long wait to Apply and Get Work completed.
