The director there has been cited by OCFS Comisioner in Albany and the Senator for authorizing her unlicensed staff to pass medications( which still occurs) to juviniles when no RN is on board such as inbetween evening/night hours, as well as not having an approved NYS dept of corrections approved medical policy and procedure book. There is no RN there for the 11p-8am shifts. Kids have been reported to have been neglected and hurt there. Also the day RN has been cited for failure to pass meds ( director was notified with physical evidene), dispose of narcotics according to state policy, doing pelvic exams on sexually abused female inmates alone without a guard in the room( she is to only collect specimins with certified training and she does not have this),using white out in medical charts, no MRSA policy (cases cited there),failure to use a thermomitor in the refrigerator for the storage of vaccines ( she stores food and insuline in there and blood as well as vaccines ), no medical policy and procedure book according to the State Dept of Corrections and Office of professions ( the cannot do anything because the director has to report her to them. They have no jurisdiction to invistagate), been cited by OSHA for failure to adhere and implement blood born pathogen policies, failure to use a anteseptic wipe to obtain a clean catch uine for STD's and follow up with the Dept of Health for STD treatments ect. There is no monitoring of blood work for psychotropic meds for theraputic/toxic levels or liver funtion tests. There is no policy for monitoring of diabetic patients on insulin or pumps, diet or storage of insuline. The MD's are contract physicians and not full time . There is one full time RN( who has had 10 RN's quite because of her failing to operate according to the NYS office of profession regs/ assessment and reporting inmates who are ill, pasing of meds according to orders,doing pelvic exams ect) and three Addecco RNs on contract to we tax payers at $65/hr, when a perdiem county RN gets $23/hr and quit because she as sloted no time. This facility transports out for Emergencies to the Er only. If a kid has a dental emergency or goes to a doctor and they are from out out of county; they have to waite for the police to transport them from that county hich could be over 5-10 hours away. Our onondoga police cant transport if a kid is out of county with an dental or non life thratening er. This facility is an embarrassment to the juviniles as well as we tax payers financally. They operate in the "red" ( refuse to submitt a financial report pubically so we can view it). We have to close our school programs and lay off teachers. If Hillbrook closed; we could keep these essential programs in our schools. Also why is the director allowed to practice medicine without a license???mandating her staff to pass meds??? Is not this abuse of kids according to OCFS who runs and operates this facility. This facility runs on 8-12 juviniles who are mainly from out of county.( Full Census is 32.) This facility wastes our tax paying monies. Why do they promote abuse when they are supposed to prevent it? OCFS is a joke and we licensed who have a conscious now think twice of reporting abuse because of the issues at Hillbrook and for what OCFS stands for..
