Horrible Experience!!!

After moving away from Portland for ten months, I realized that Portland was the place I needed to be. Upon deciding to move back to Portland, I discovered my dream apartment that was managed through Capital Property Management.

It was a building that I had admired from a far when I lived in Portland. The floor plan and pictures enticed me enough to apply sight-on-unseen. Apparently, I didn't quite qualify with a less than stellar credit score. I threw a little money at them and offered to pay a couple months rent in advance. Their eyes widen. They offered to approve me if I paid the dog deposit ($2,700). I was brainwashed and I REALLY wanted to live in this apartment and agreed to their extortionist demands. I paid the initial $1,800 which equaled the first month's rent.

Then there's their customer service or lack there of. During the initial application process I dealt with one person but then after we were approved I dealt with someone entirely different. After I explicitly instructed them I would be managing all the details of the lease, they kept calling my partner instead me. I was constantly receiving messages from my partner to respond back to their moronic lackey.

Unfortunately, a week before we were scheduled to my partner was involved in devastating car accident. I had to attend the situation at hand and we had to put our move on hold. I called our main contact explaining our situation and that we had to delay our move several months and that we would not be able to move into the unit as planned. I was told that they would review the situation and they would get back to me. I was also informed that I might only receive partial refund of the deposit due to timing of my notice. I was comfortable with this considering the everything. I was soon to learn that I would not receive ANY of my deposit back. Apparently, they (the owner) felt that they had taken the apartment off the market too long and it was too detrimental to their bottom line when in reality the apartment had only been available within the last seven days.

I wasn't expecting a sob story to win them over. I thought I would get a little compassion and understanding for what we were going through, apparently that's not the case with these folks.

I have lived in one of their apartment for 5 years.
One day i received a letter saying that i have to move out within 30 days. There is no explanation or anything. I called to find out if i created any problems, they said No. They said i have to move out and they do not have to explain why. Later I happened to find out that they sent letter of lease termination to all the tenants who lived more than 3 years so that they can raise the rent fee 25% more.

Besides, When i was looking for a next place to live, They gave the worst reference saying I was evicted.

Worst company to deal with.

We moved in to a CPM property in October 2009. It's a nice apartment, the rent is reasonable, and we were charged a minimal deposit. The application fee was applied toward the deposit/first month's rent, which is a nice gesture. We noticed a couple of things that needed to be fixed once we moved in, so we called and they were taken care of within 10 days. Overall, a pretty good experience.

The only problem we foresee is that the paint on the walls seems to be the wrong type for an apartment. If you look at it wrong the paint peels, and we won't be happy if they want us to pay to repaint it when we move out.

Until then, and depending upon how it's handled, I would certainly recommend Capital.

OK I just edited my rating. Through letters and a lot of diplomatic effort, I have managed to get some responsiveness from maintenance and from management. I don't trust them, but talking to them compassionately and diplomatically seems effective to me. I think there might be some unconscious attitudes towards elderly people, though, as my mother was treated really poorly. My advice is to be compassionate, but be firm, ask for what you need, jump through all their hoops (i.e. fill out an online maintenance request, put one in writing, and call them on the phone, and keep calling until someone speaks to you. Keep filling them out, the online form is really easy, if they don't respond.)

The next step is to make sure the rental agreement has my original fees and deposits I payed. The building has changed hands so many times that the agreement no longer has those fees, and I think they may try to charge me for cleaning, paint, and carpet when we move out, as we have been there 8 (9?) years.

I have lived in an apartment for 8 years, during the last few years it was taken over by Capital Property management after changing hands a few times. After 8 years, a leak in the tub is finally being addressed, the floor has deteriorated completely, so now they have to tear out the whole floor (which would have been avoided had it been fixed years ago).

In my experience, it is pretty par for the course with property management companies, unfortunately. I would say don't rent from them, but it is easy for any property management company to mistreat renters.

The manager of the building itself is great, and I have been able to work out any minor issues easily and quickly with him, such as fixing minor faucet leaks, a broken toilet seat, etc. He's just a minor employee though. I want to tell the people that have had good experiences that it is possible you haven't had to deal with major repairs like fixing the whole bathroom floor!

I will be really glad when the floor is fixed, as taking a shower with an inch of mold along the side is really disgusting!! That's the way it's been for years. I was literally afraid the bathtub was going to fall through, and now that they have ripped up the floor, they can see that I wasn't being neurotic or anything, the dry rot had ruined all of the wood, all the way through.

Let's see how long it takes them to fix the ceiling they ripped apart under the tub, where the leak went through to the basement, and traveled under the light fixture. THAT'S safe I'm sure.

I love my apartment, my friends and community here. Capital Property Management offers great locations....however if not for that, I may not have applied had I known I would run into the problems I have in just one month of being a new tenant. While most of my issues have been resolved, it took a lot of effort and phone calls to get to that point. If you are a renter, I would strongly suggest taking your own photos upon move in, keep every document you are sent and read carefully before you sign. It would also be good to keep record of your phone conversations and names of who you speak with. If you don't do these things it's not likely that you're issues will be resolved, or you may get taken advantage of. For example, to have my un-rightful towing issue taken care of I had to insist on speaking with the owner of the company. Overall, I'm not very impressed thus far. While individual employees have seemed willing to work with me, the over all flow of the company operates with bad communication across the board. Do the research before you apply with Capital, it may not be worth it. You'll have to judge for yourself. During my initial apartment walk through I was told they offer Starbucks cards to people who write positive reviews....hmmmm.....no thanks. I'm more a Dutch Bros gal anyway.

If they indeed are not just trying to help CPM up their dismal rating, then I advise that they wait until they move out and try to recover their security deposit and then see if they still feel the same. I only wish I had looked at the other reviews before I rented from CPM.

I left the apartment very clean and not only did they not return my security deposit, they tried to charge me for paint, carpet and cleaning. When I protested, they quickly reduced their "fees" but refused to return my deposit. They never did a check out in my presence, so I could not dispute their outrageous claims. I advise everyone to photograph their place when leaving, and to insist on a walk through check out with them. They are a terrible company and I find it suspicious that the last and the penultimate review is favorable while the thirteen reviews preceding them are negative. I have been a tenant now for almost 4 years and have nothing but wonderful things to say about this company. I read the reviews posted here and I must say that those of you who have written poor reviews, must have a bad rental history and most likely were evicted and frustrated. I have dealt with every aspect of that company: leasing, maintenance, accounting and even the owner and have been treated so well. Anytime something has needed attention in my unit, it has been taken care of promptly and was communicated well with. These tenants who have written reviews, you will probably find them posting the same things about EVERY company they've rented from, which in my opinion is grounds for evaluating your own selves.

Quick responses, on time, well organized & informed - I throughly enjoyed both of them.
When signing the lease everything went smoothly. Any questions I had were taken care of promptly via telephone & fax.
Moving in was a breeze and so far I have no major complaints with my apartment. I do think it could've been cleaner upon move in but I agreed to move in despite the un-cleanly conditions.

All in all, good people & good experiences!

They're generally rude, snide, and not helpful when you call them with a question or a concern. They will charge you a fee for ANYTHING they can, although effective Jan 2010 the laws in Oregon are changing and they're not going to be able to do that anymore.

Interestingly, if you look at the "newsletter" page on their website they make it sound as though they've decreased their fees because they're nice people, when the reality is it will be THE LAW in only a few months. Unfortunately for us current tenants, we'll never see our nonrefundable fees ever again...

This company basically acted like my problem was insignificant compared to their time. Even though I am paying them to rent, they pretend like I am an annoyance. They don't return calls. once contracts are signed, good luck getting a response. Their customer service basically told me to f--- off. Stay away from these low lifes. I would rather live in a Denny's bathroom then rent from them again.

I have lived in a Capital Property Management building for 2 years and am moving out as soon as possible. I'm dreading what I'm sure will be a battle over my security deposit.

Capital Property Management manages beautiful buildings in great locations all over Portland. If only they maintained them. They are impossible to get on the phone and the maintenance staff rarely responds to emails. When the maintenance staff does attempt to fix something they do poor work and take months to complete projects. I can't believe that any building owner would entrust this company to manage their buildings- these buildings get a minimal amount of care. When we had a major flood in our building last month and the ceiling in the hall was cracking under the weight of the water I asked the maintenance staff if the ceiling could fall in. Their answer? "I don't know, maybe it will, maybe it won't." Fabulous. You know, it might fall on your head, it might not. It did fall, by the way.

I would urge anyone who is considering renting from this company to look elsewhere. It's not worth it. Keep in mind that they were written up in the Mercury for not heating one of their buildings on Hawthorne appropriately. Tenants were wearing parkas in their apartments. Fun!

After 5 years of living in their property, they charge $400 to paint, what they call," the areas of excessive damage", which was" a hallway". $400 for not even a gallon of paint and less than an hour of work!!??
They are unscrupulous,disgusting, loathsome people; the entire company is made of ruthless liars.

If you choose to rent from these people be prepared. Document everything! Their staff of rude, unhelpful twenty-somethings go out of their way to make you feel like an annoying commodity at best, at worst they will lose your paperwork, rent checks, and because of their screw-ups you will have the constant threat of being evicted. This unprofessional behavior has been characteristic of this company and its management for years. As the other reviewers mentioned, they apparently feel that your deposit is fair game and will trump up excuses to get all of it. And add more fees to boot! My place was spotless and was left cleaner than when i moved in. That didn't stop them from trying to keep my deposit and providing me with a list of 'charges' Good thing I took pictures. Seriously, you will be more at home at Dignity Village than renting from these people.

AVOID AT ALL COSTS!!!

1) After repeatedly saying I needed to move in on the 1st, they set my move in date for the 10th.
2) The heat was blasted so high all winter that I had to sleep w/ the window open AND I WAS CHARGED for heat I couldn't control. My bill was an average of $100 A MONTH for a one-bedroom apartment and my appeals to have it turned down were ignored.
3) THEY LOST MY RENT CHECK AND LIED ABOUT IT. The first I heard of this was in the middle of the month when they THREATENED TO EVICT ME and CHARGED ME MULTIPLE FEES. (I KNOW I sent the check, and was never returned in the mail for a bad address or anything). Some of the fees were miraculously removed, which makes me believe they realized their error but didn't 'fess up to it.
4) They ATTEMPTED TO KEEP 4/5 of MY DEPOSIT for minor damage that I was willing to pay an appropriate amount for. They claimed I didn't report existing damage, when I had called it in as I was told to to - the girl just never put it on file. Only after multiple e-mails and a letter I consulted an attorney on did they refund most of it, never admitting their employee's error.
5) Every person I talked to during over a year in their apartment was rude and dismissive.
6) I am not the only one. At least one neighbor decided not to renew her lease based almost solely on the attitude she got from CPM.

The apartments are cute, but NOT WORTH IT.

Even the smoke alarm had dead batteries for the first 4 months and we did not discover this until the yearly inspection. The move out was the worst. We cleaned for two and a half days until the place was spotless. When we moved in, the ceiling and walls had brown streaks everywhere that they refused to clean. We noted the marks on the move in sheet, but when we moved out, they charged us all of our deposit and additional charges for paint. Also, they now are renting the very small apartment for $115 more than we rented it for. Ridiculous. Also, the young woman that works reception is extremely rude, for no reason at all.

When you move out they refuse to do a walk through with you and then will keep your deposit and try and charge you for wear and tear items. When you move out they refuse to do a walk through with you and then will keep your deposit and try and charge you for wear and tear items. The lady was extremely rude and was pretty much unwilling to give me any information about the apartment because "it was not in front of her". I had an experience about a year earlier when a leasing agent never show up at a property when I had scheduled a showing. This company has a lot of apartments in good areas of town, many of them are very cute, but the people that work for it are horrible. I would never rent a property from them or even attempt to contact them again just based on these two individuals that were representing Capital Property Management.
