Since the last reviews were from 2006 and 2008, times have changed drastically! I rented from Phil because I had lost my home during 2009 to a foreclosure and he did help me and my family out to get us into a place. Yes he is picky about the upkeep of the home, only because being a former homeowner, I know that he is responsible for the owner's property. We treated our rental house as if it was ours. If you are up front and responsible you should have no problems from renting with Phil. We have since moved out, but we had no bad experiences in getting back most of our deposit money, with the exception of cleaning and some touchup. We just moved into another rental out of San Jose, but now have doubted the move as we should of stayed in SJ.

My family and I just moved out of one of Phil's "newer" properties. I have to say the experience over the last several months has been miserable. Phil would never return calls or email concerning email unless it was to his benefit. When sent emails with documents he would deny recieving them even with no bounce back to email. His method for calculating fees, pro-rating rents, and repairs were all outrageous.

He repeatedly would inspect the house and find non existant problems, like scuff marks that he would then charge to repaint; cleaning fees charged to our deposit after we had cleaned the carpets; and bringing in his own repairman and not allowing us to repair any issues that were needed...which were bare minimum.

He has threatened multiple times that his contract is absolute and that he know the law, then threatens to take all of our deposit if we don't comply. We finally got fed up and spoke with an attorney. After this meeting and further research, we found that most of what he is trying to keep our deposit for is illegal.

If we do not recieve a refund of our deposit, we will most likely take him to court. Do not rent from this man.

He is very shady when it comes to transactions and has no leniency when it comes to late payments (even if it's a holiday!) His walk throughs are a burden and as someone else commented, I believe illegal. He makes mistakes all the time with who lives at which property and cannot seem to keep his tenants straight from his landlords either! I would not rent from Phil or let him manage your property.

I concur with the two previous posts regarding Phil Turturici. You should avoid renting from this individual. He never answers his phone and calls back (on a blocked number) several days later. My apartment had a cockroach problem which he failed to respond to and which I was forced to correct myself. He will not return your $500 housing deposit as he has an (illegal) policy of always repainting each unit at a cost of (surprise) $500. Additionally, he is now attempting to charge me $300 for cleaning (a small 1 bedroom unit). If he attempts to initiate legal action for this amount I will counterclaim for the $500 deposit. Otherwise I will avoid this treacherous dishonest man and I sincerely recommend that you do as well.

Never repaired any problems, and always wants to sign to a lease to raise rent.
