I've been to Los Chiles Locos a number of times and it is wildly inconsistent. Sometimes the salsa is hot and tasty; other times it's viscous and bland. Sometimes the chips are hot and fresh; other times they're cold and stale. I've had good and bad burritos there of all varieties - the al pastor especially seems to vary in quality depending on the day, or even the time of day.
The one thing that really made me stop eating there, however, was one night when they gave me some chips that had been fried in such old, disgusting oil that they had *black bubbles* on them. Seriously, if you pressed them with a paper towel, brownish-black, reeking oil would seep out. They smelled like a garbage pit. It was terrifying.
Los Chiles Locos recently opened a new location on Foothill; I haven't tried it but maybe the food will be a little more consistent there...
