Timothy Greer has been president or director of CIRSA since 1985, when it was formed. CIRSA is not registered with the State of Colorado as a corporation, partnership, government agency, or charity. See Col Secretary of State. CIRSA is a registered trademark. Ask the State of Colorado for reports required by CRS 24-10-115.5. When I asked, they had no reports on CIRSA's claims handling policies.

CIRSA sold public officials errors and omissions insurance to the City of Steamboat Springs, CO. I sued the City of Steamboat for damages related to their policy of letting former city council president Kevin Bennett build extra buildings at 701 Princeton Ave. that violated the zoning. These extra buildings have not been added to the property tax rolls even though they were built in 2000. See Routt County PIN 222800001. Bennett was my adjoining neighbor. I was criminally prosecuted for the sole reason that I complained that the city allowed the extra buildings to be built. There was no written statement of probable cause. The prosecutor was married to a real estate developer. The city attorney Anthony Lettunich was at the same time Steamboat's city attorney and Chairman of the CBA Colorado Real Estate Section. When I sued them, CIRSA's lawyer pled unspecified "immunity". He billed CIRSA for more than 20 calls to and from the federal court. My case was assigned to former judge Naughty Nottingham. Nottingham was a customer of the Denver Players brothel. He dismissed my case but he didn't write an opinion. When I tried to get a hearing on the merits from another court, CIRSA's attorney asked Nottingham to put me and my husband in jail to force us to withdraw without getting an evidentiary hearing. There never was an evidentiary hearing. In 2008 a David Engle died in a fire in his home which was officially a garage and had only one exit. The Routt County assessor said there are many illegal buildings in Steamboat Springs and enforcement of the regulations is lax. That is because CIRSA helped Steamboat evade an evidentiary review. In 2009, Bennett admitted at a campaign finance hearing that he had a felony record for conspiracy to sell hash but he kept that secret the first 8 years that he was on the Steamboat city council.
