I just received a collection notice for a parking ticket from April 11, 2003 - more than 6 years later than I would even remember. First of all, if I ever received a parking ticket, wouldn't I first receive a reminder notice or a bill and if not paid, then received a collection letter? This is phishy! Beware of this company!!

PAM says i received a traffic ticket from DC over two years ago. Never got one nor was i ever notified of an outstanding ticket. PAM continues to call 2-3 times a day. DC meter maids are cooking the books. Guess they want to make up the 50 million that a DC tax worker stole over a 6 year period.

I recently had a run in with this firm. And through the advice I recieved on this forum inspired me to take action.

Here's what I did and I emplore you to do the same. Doing things such as this in numbers helps tremendously:

- write a CEASE & DESIST letter to PAM ( only do this with the understanding that you are responsible to the actions you take and if you want your issue to be resolves in one manner or another you going to have to deal with them)
-file a complaint with the FCC, its easy and they follow up
- write the Atty General of the State in which the company is incorporated and whatever agency or company said business does business for.

I think if we all take action, changes will be made.

I went to register a vehicle and could not because PAM had a hold on me for tickets I paid the tickets and They also had my state tax refund intercepted when I contacted them for a refund of the money overpaid them I was told to I had to wait 60 to 90 days for a refund. They are fast to collect but slow to rectify when they need to pay you any money. The number for sonya never gets answered all you can do is leave messages and hope she calls you back.

The bottom line, is that fair collection practices do not work this way. They do not just remove everything for a month on your credit report and put it back on there without presenting to you in writing that they are collecting a debt for whom and how much.

It has to be in writing. They have to give you the original creditor's name and address when you ask for it.

If they fail to provide it - they are breaking the law, period. It's not for them to put it back on there for not having contacted you via mail on the onset. They still have to present it to you in writing so that you can validate that you owe the debt and give you 30 days to pay. Not 30 days from it showing up on your credit report. They have to individually contact everyone in writing and present what the collection is for. You w/in 30 days have to contact, dispute or ask for the original creditor's name or the original bill "ticket."

This nonsense about deleting it from your credit report for 29 days is not solving anything - it's not 30 days and it's not contacting you in writing. It's not giving you the original ticketing information in writing on the onset.

If it gets put on your credit report again - they are still violating FDCPA collection law. File a complaint with the FTC. Copy your complaint w/ the credit reporting agency - that the collector has refused to contact you in writing or provide you with the creditor's address and the DC Treasury Adjudication.

It is important that you document that you have contacted the collector after learning of a debt ONLY by your credit report and they are refusing to comply with FDCPA law, rather taking it off your credit report and threating to put it back on, to compell you to pay - versus comply with the law to document that it is a valid debt and that they did notify in writing

He also indicated that DMV should have notified the consumer in writing which I never received. PAM also stated that after the 29th if the payments are not made that they will probably re-add any entries back to the credit reporting agencies. When I asked for an extensive to be able to contact DMV to verify the tickets they claim was against me they said that they could not do that. This is characterized on my credit report as a monthly revolving line of credit w/ DC government in Sept 2007, 30 days late as of Dec 2007. The collector in fact informed me via phone that it is an indisputed camera-enforced speeding ticket from Dec. 2005 & mailed at an invalid mailing address (mischarcterization of debt). PAM claims they did not attempt to mail me until Dec 2007 - the same time they placed it on my credit report. I asked PAM for the original creditor (DC Government's) mailing address/phone number/original account. They did not provide it on the phone and have not provided it in writing. PAM violated FDCPA law about the write to validate a debt, by giving 30 days notice writing before putting it on the credit report and w/out the original name, address, original account "ticket" I cannot validate the debt - have the right to deal w/ original creditor.

It's not just a timing issue. You have the right to validate w/ DC w/ the original ticket. They cannot lump for separate tickets in to 4 collection accounts for one creditor on your credit report - it's an unconscionable means to collect a debt (another violation of FTC FDCPA).

Pros: Just ask for the info you want - when they don't have it, write FTC, credit reporting agency, DC Treasury that they are not giving you a chance to validate the debt. It will come off your report.

Cons: They are really aggressive. You guys w/ 3 or 4 collection accounts should write credit reporting agency as 3 accounts is an unconscionable means to collect a debt.

so i got documentation that i had a pass during this time and wrote PAM and still havent heard an update. i call back every few days to check in but no info at all until today...

so the guy i spoke with said that apparently all tickets were removed from our credit records between feb 1 - feb 29 so that we have a chance to pay the tix and not have them appear again. were we aware of this..no. and after telling the guy that i was legally parking in this spot he said well u can pay it just to be sure.

anyone else noticed this off their credit report?

further more..anyone willing to pay to just have em off there?

I am very thankful to all of you for posting your experiences on this site as I think that it has helped me in getting my collections deleted from my credit report. I noticed two collection accounts on my Experian credit report after receiving an email through my 3-in-1 credit monitoring service. I have not lived in DC for two years and I paid all outstanding parking tickets in May 2007 in order to sit for the Bar Exam. So of course, this was a complete shock! I recently received an email from Experian after disputing the collections that they were deleted from my credit report. I did several things: 1) I filed a complaint with the FTC; 2) I collected all evidence that all tickets were paid in full in May 2007; 3) I wrote a letter of dispute to Experian and filed an online dispute; and 4) I wrote a letter of dispute to the DC DMV of Adjudication Services. Although the collections were removed from my credit, I recently checked www.dc.gov and noticed that DC DMV still has one of the tickets on their online database. If you all will check out www.dc.gov the DMV states that any parking tickets that were not placed on the online database within 20 days (I think) of receiving the ticket will be administratively dismissed. I wrote the DC Adjudication services to point this out but have not received a response as of yet. I have read all of the reviews on Citysearch and I am definitely interested in taking further action.

I suggest we all start by deluging them with phone calls asking to speak with the top executives by name, then demand to the exect that they remove black marks from your credit or face a class action suit. Hoovers says they did $3.4 million in sales last year, so they have deep enough pockets to make a class action suit worthwhile if we can prove repeated violations of the FCRA and FDCA but we need to develop documented PROOF. Thus, be sure to document details such as what time of day they are calling on which dates, how many times they call, whether they use abusive or threatening language, and whether they promptly provide written documentation of all alleged tickets when requested before reporting to credit bureaus, etc.
We need to set up a blog and get moving on collecting evidence and identifying plaintiffs. Maybe we could get one to take the case on contingency? Best to file it in federal court in DC and name both PAM, Citation Management, and the DC government as defendants. Is there anyone out there with tickets from other cities besides DC who have been burned by PAM?

I suggest we all start by deluging them with phone calls asking to speak with the top executives by name, then demand to the exect that they remove black marks from your credit or face a class action suit. Hoovers says they did $3.4 million in sales last year, so they have deep enough pockets to make a class action suit worthwhile if we can prove repeated violations of the FCRA and FDCA but we need to develop documented PROOF. Thus, be sure to document details such as what time of day they are calling on which dates, how many times they call, whether they use abusive or threatening language, and whether they promptly provide written documentation of all alleged tickets when requested before reporting to credit bureaus, etc.
We need to set up a blog and get moving on collecting evidence and identifying plaintiffs. Maybe we could get one to take the case on contingency? Best to file it in federal court in DC and name both PAM, Citation Management, and the DC government as defendants. Is there anyone out there with tickets from other cities besides DC who have been burned by PAM?

PART 1 of 2: PAM calls me claiming there are 4 DC parking tickets they claim are for my car, but I moved away from DC 8 months before the supposed dates of issue. They put 4 black marks on my Experian credit report, making my score go from mid 700s to mid 600s. They make rude harassing phone calls week after week to my home. I have asked them repeatedly to send me any written documentation whatsoever of the alleged tix, and they refuse, so there is no evidence these tix are even related to my car. I left several messages on a "supervisor's" voice mail demanding they stop the calls and remove tix from my credit report, and finally I threatened legal action for violations of the Fair Credit Reporting Act and Fair Debt Collection Act. I also disputed the items with Experian. I ran credit report on 1/27 and had low score, but as of today score went up by about 85 points.
I do not know if my tactics worked, or DC Govt has had so many complaints that they instructed PAM to remove all negative credit reporting. DC is so full of lawyers and muckety mucks who I am sure are howling if they have been victims of this. You can register complaints with the DC Government by writing to the DMV Director Lucinda Babers, with CC to Mayor Fenty's office. I was informed that they have me listed for four different parking or speeding tickets that I have never ever heard of. I asked for documentation and they had none to offer. I told them that I planned to investigate through DC govt and they told me that if I pay the tickets to DC, I would not get credit for them. They also said that even if I pay the $800 that they say I owe, they still would not remove them or update my credit report. This is a scam. I am so depressed right now. I hope DC gets off their ducks about this. I am an honest taxpayer. No criminal record. A decent working citizen. This just makes me feel so ill. There is no justice for those who do the right thing. If anyone has advice for me, please let me know.

I personally had tickets that I THOUGHT I had paid. I work in DC all of the time, and most of my tickets came from broken meters. You know, the ones you FINALLY find a spot to park in, you then deposit your change you have into it, only to have the damn thing not register! EFF the whole Parking Meter system. i just ran my report as i do three times a year. Glad i ran experian!!! I was told that i have 11 accounts dating back to 2003 and 2004. Now I pay my tickets and I am now concerned whether I have documentation from 5 years ago. Direct # 1.877.501.9923 I had to call three times to get someone and let's just say I am not pleased.

I have sent NUMEROUS detailed letters to this company disputing the validity of their alleged "debt," notifying them they should not call me on the phone, and informing them of my correct address. Nevertheless they continue to call me several times per week, in violation of the Fair Debt Collections Act. Several times I have answered the phone and the caller (identified as this company by caller ID) hangs up.

They have not responded to my dispute, but instead send the same form letter every few months to my incorrect address. Their letters falsely claim that they "not received a response" from me. Yet I have the signed return receipts from the post office which prove they are lying and have in fact received my correspondence! I am also tracking the date and time of their phone calls, and recording their messages with timestamps. I would gladly join in a class action against these scumbags.

Not only should Professional Accounts Management be held liable the corrupt DC government officials need to be sniffed out and dealt with accordingly! Evidently, there are two entries for Professional Account Management for $100 and $200. I have NEVER received any tickets in the mail or on my car. I have NEVER received ANY notice of any debt due. I haven't even been late for ANY payments on my debts. This has wrecked my credit and made me unable to buy a house. PAM is completely abusive. DCMVA has my current information. Mine is a speeding ticket from a camera but I never got notice because they left my unit number off of my address. Without it, my post office will send it back.

between PAM and DC they both say once it goes to collection they cannot do anything.

The FDCPA states that you have to have written notification within 30 days of the debt to verify it. I have proof that I never received DC's or PAM's notification because I have a unit number on my address that was left off.

Secondly it's unfair practice, it's unconscionable that knowing that this is a speeding ticket it is not represented that way on your credit report with a 7 year penalty. I was not allowed to verify, contest or pay the debt within 30 days and though they have knowlege that it was an invalid mailing address, I'm being penalized to pay anyway.

I remained calm with PAM and DC Gov, but with matters on your credit report, PAM did not give me an address or anyone within DC to verify my debt, nor a number. I had to do the investigating. My FDCPA they have to provide that information if you intend to deal with the original creditor. They did not.

So I have two options:

Though DC claims I lose that right after 60 days - I have to prove I was not notified within 60 days. Which it may entail getting a notice from my post office without a unit address they won't mail. And show my utlitiy bill with an apt numer and driver's license, etc.

I don't know if it's worth it, but agree it is too severe a penalty. I'm going to try to appear before ajudication tomorrow and see if they will relieve this as a delinquency and take it out of collection status, because of the address. Otherwise I'll join others in a complaint.

Mine is a speeding ticket from a camera but I never got notice because they left my unit number off of my address. Without it, my post office will send it back.

between PAM and DC they both say once it goes to collection they cannot do anything.

The FDCPA states that you have to have written notification within 30 days of the debt to verify it. I have proof that I never received DC's or PAM's notification because I have a unit number on my address that was left off.

Secondly it's unfair practice, it's unconscionable that knowing that this is a speeding ticket it is not represented that way on your credit report with a 7 year penalty. I was not allowed to verify, contest or pay the debt within 30 days and though they have knowlege that it was an invalid mailing address, I'm being penalized to pay anyway.

I remained calm with PAM and DC Gov, but with matters on your credit report, PAM did not give me an address or anyone within DC to verify my debt, nor a number. I had to do the investigating. My FDCPA they have to provide that information if you intend to deal with the original creditor. They did not.

So I have two options:

Pros: As long as I was calm, they answered what they knew, when I told them they were required by FDCPA they came forward with a dispute address

Cons: I don't think they are reporting this on a credit report with complete information - hence their ability to get away with it.

You can not renew you license in DC with unpaid tickets. Of course I donot have the receipts. This company took 2 tickets and seperated them into 5 accounts, adding 5 different collection notices on my credit. They never notified me of the collection, they just put them on my credit. the only way I found out is because I have a credit monitoring service through TrueCredit. What can we do. this is totally unacceptable.

I had no idea who they were and after pulling teeth they told me they were parking tickets from 2000 and 2003!!!! Both of the tickets they were talking about I disputed with DMV and was told that
they would be taken care of. Now after all these years they show up on my credit like I'm delinquent with my bills. When I bought my house last year they weren?t on my credit report now I see they reported it in October of 2007. That is crazy!!! If anyone starts a class action suit I would like to be included. I can't stand the fact that no one contacted me before they listed something on my credit. Plus it's making it difficult to get my refinance done because of the way they listed themselves on my credit report. They don't identify themselves as parking tickets they make themselves look like an unpaid bill. It?s unbelievable.

Apparently the law in DC is the owner of the car is responsible for tickets weather they are driving the vehicle or not. This has lowered my credit report, I will be disputing them with Experian. Should worse come to worse I guess I will have to pay the tickets totaling $675.00. If anyone has any suggestions please advise.

I disputed the items with Experian. Month after Experian DELETED all the record of the collection HOWEVER then TransUnion added that I was sent to collection and the account was paid which still lowered mu score 100 point with TransUnion this time. TransUnion added this to my report when Proffesional Acct sent the notification about account being closed and paid.
I understand they can take your car for unpaid tickets but distroying your credit report - from something they can not even prove it was you? I would like to go to local news with our stories. They need to pay for this. Anybody contacted media yet?

Initially I just assumed it was some sort of telemarketing scam, as the message gave no details on the reason for the call and just left a callback number (not even a company name). So after about 3 or 4 of those messages, I just went online and filed a complaint with the Federal Do Not Call List which I'm registered on. I did try the call back number that was left on the message before doing that, figuring that I may be able to get the company name to add to my Do Not Call complaint, which I did. Now after the fact, and after a few web searches on that company name, I see that this is pretty much an extortion scam being financed by the DC government. I live in Arlington, VA but do periodically receive parking tickets in DC since I work there. But every ticket I've ever gotten in DC has been paid in full - this is actually pretty easy to verify if you pay them online, since when you enter a current ticket that you want to pay it will find any other unpaid parking tickets you have and ask if you want to pay them as well. I plan to call this company during daytime business hours and ask them to send me, in writing, the reasons why they are calling me repeatedly. I really don't care if they are only trying to extort $50 or less; if I can get their demands in writing I'm happy to go pay an attorney a few grand to contact them, and perhaps the DC DMV as well, since it appears they are acting as agents of the DMV. The business model of this organization - from the previous posts I've read - seems to be to threaten to damage a person's credit score, even if they have no valid collectible items, unless the person agrees to pay whatever amount they are attempting to extort. And they probably do succeed with it in many cases because they believe that not many people would spend a relatively larger amount of money to litigate. If i proceed with it, I'll post a follow up later.

The tickets was apparently for "failing to obtain DC plates", but I DO NOT and NEVER HAVE lived in DC. I only found out about it from my credit report. This is a ridiculous misuse of their "power". They should not be able to put a mark on your credit report without contacting you first.

A collection agency from hell! I just found out from my credit report that PAM reported that there's a $200 unpaid ticket issued by DC (where I live) in year 2000!! In fact, I did receive a collection notice from them dated 10/19/07, and I responded with a letter on 11/5/07 - the ticket was not mine, and I didn't even own the car at the time this ticked was issued. I even attached my title report as proof. Moreover, I never received this citation from DC DMV at any time, and I was assured all these years whenever I renewed my car registration that there were no outstanding parking violation of any sort. What's going on? Anyway, dispite my letter of communication, they reported it to the credit beaureu, and caused my credit score went down.

I intend to file a compaint about PAM. A collection agency like PAM, it's truly a citizen's nightmare!

I just received an alert from my monitoring service about these people putting a collections notice on my file. I've NEVER been in collections and the amount they are charging is $25. I'm sure it is linked to a DC ticket because I've gotten plenty of them but they've all been paid and luckily I pay online and do keep my receipts. I've disputed it with Experian and urge others to do the same. I've never received a notice of collections and hope this company is penalized for these illegal practices. If anyone has any updates please post as I will be checking back periodically.
