How an agency such as Topco Financial is even allowd to operate a so called collection agency in this state or anywhere else is beyond me. The harrassment, threats, excepting verbal payoff agreements getting the money and then billing the debtor more claiming it wasn't really valid over the phone and violating almost every fair collection act Wa. state has that is designed to protect the consumer and get away with it is beyond me! Still, from what I'm reading they are still managing to pull the same bull over and over with so little as a slap on the wrist. I was able to have my debt investigated and after 5 years of hell proved they collected and also ruined my credit for a debt that I never owed! Guess what The AGO in Seattle and the BBB turned their heads. The only thing Topco will do is notify the credit bureaus of their mistake. I will need to spend more money and get a lawyer to retrive my money and the damage they caused. If you feel they are pushing things too far then know your rights, read about fair collection acts and file complaints directly with the AGO in Seattle as their is already a suit against them and if they violate the agreed contract they will be penalized and fined.

I wrote the Attorney General about this company. This is what I said:

A car I have not had in well over a year was towed some time ago, and due to some mishaps, ended up sold off and the bill went to Topco Financial Services.

A bill was sent to my mother, and a man named Tim Garrett called her several times. She gave him a call back to see what it was about, and said that he was extremely rude and defined him as a "bully." She could not have been more correct.

At the beginning of September of this year (2010) I sent Topco a $600 check in the mail, which was cashed. The original bill was roughly $950, so this brought it down quite a bit.

Just a couple days ago, I received another bill from this company stating how much I owe ($349.47) and that interest was accruing at a rate of 12% per annum. The following occurred earlier today (Sept 27):

Monday, Sept 27:

8:13 AM. Tim Garrett called and left a message stating only his name and a call-back number. No company name, no reason for calling. He has left a similar message at least once before. It struck me as very unprofessional for a company representative.

2:05 PM Called Tim back. Started off fairly normal, and he started yelling at me. I said that I had paid back $600 already, and he cut me off and continued yelling at me. I requested that he stop yelling and let me get a word in, and he continued yelling, threatened to take me to court over refusal to pay, and hung up. I had intended to say that I could make another $200 installment at the end of the month, but he kept cutting me off and then hung up before I could say anything.

2:13 PM Called Topco back, asked to speak to someone else. The phone operator said that he couldn??t. I explained my problems with Tim, and the person seemed to be a little more understanding, but still couldn??t really help me. He said that he could hold the court order until Wednesday and I had until then to come up with the $350??an impossibility, given the bills I already have to pay compared to my wages.

Later on, I spoke with my mother about Tim, and she decided to give him another call. She ended up paying the rest of the installment rather than see me "bullied" by this company.

Their reply from Topco:

In so many words, "This is a 'non-issue.'"

The rating "unsatisfactory" at one star does not quite cover it.

Well I wish I would have read this before trying to contact Topco per some legal advise. Long story short I rolled my car and my insurance company did not cover it. This I did not know until I saw a new account on my credit report. I disputed it because I had no dealings with anyone for that price. So the dispute came back and I got a bill (the first and only bill I ever got from the company 4 years later) so I naturally tried to get to the bottom of it as the insurance company should have taken care of it. The insurance company has since went out of business so it was my debt to eat SO I called to make contact and resolve.

I was met by a very unfriendly gentleman named Joel who then told me I was trying to skip out on paying my bill because I asked him if he could send a new copy of bill as I would like an updated one for my records. I also informed him that I planned on taking care of it, but I did not currently have the amount to pay it all off. I have never been treated so rudely by someone who wanted something. He wanted to argue with me and then tell me how irresponsible I was and that I was stalling and trying to skip out on the bill. Why would I call if I were trying to do that? They did not have any of my information and thankfully do not have my phone number. This (@#$^%&) then turns out to be the supervisor. So now I am left with filing a complaint with the link that I saw here.

People cannot even be honest and own up to their responsibilities anymore. Creditors wonder why people don't try to clean up their reports because this is what you are met with. I told him if it were up to me this would be the only thing left on my report, but that would not be fair to the towing company.

If you're still not convinced by reading these posts, google them along with the words lawsuits and you will get articles that describes in details what they did.

The good news is that we can do something to help. If you ever dealt with TFS and were on the receiving end of their harassment, go to www.atg.wa.gov/FileAComplaint.aspx
and file an official complaint. Don't let them get away with what they do, debtors have rights too and so do you!

I have been fighting TAPCO for several years; I have been threatened with physical harm, called names, and been called after midnight repeatedly, by one of their employees named Tom. My credit report has been repeatedly damaged, when they have placed bad debt reports with the credit bureau showing that I have an uncollected debt that keeps going up (when the debt is not even requested by towing company). My lawyer has sent several letters asking them to quit, but they keep up the harassment, even after acknowledging receipt of the letter. My son in law bought a car from me and wrecked it. He then let the car be towed. I had filed the sale with the DOL. Additionally the towing company accepted the title of the vehicle, in lieu of all fees and costs.

Paying them upwards of $900 for a debt, when they agreed to settle for 500.... but of course no one can seem to remember this agreement but me. recently i paid them in full for the remaining amout and was told that the account was closed,but just yesterday (to my delight) i get a letter in the mail asking me for 100 dollars, i called to ask what this was about and to remind them that i paid in full (per their words), i was then called a liar and stupid then hung up on. i called back and asked to be sent an itemized report of all my payments and a copy of every statement they sent me; once again i am a liar and am hung up on.

The stupid thing about these TOPCO clowns is that they were harassing the wrong guy. I sold a camper years ago and apparently the guy I sold it too was done with it because as it turns out he decided to dump it on the side of the road. I received a threatening letter from TOPCO telling me that an E-Z towing company towed the camper and now I needed to pay over $500.00 or they would destroy my credit.

I called the TOPCO number and they proceeded to argue with me telling me that I had just filed my report of sale in Sep 08 and that it was 5 day?s after the towing. Honestly, I barely remembered the camper itself but I always keep my report of sale and after some digging I found it and the date of sale was 5/26/06 and clearly not in my name. SCAM!!!!!!!! They couldn?t get the guy who dumped the camper to pay up, so they go after the previous owner.

I?m not going to share the verbal comments made towards me by TOPCO but I will tell you that they have just made this a personal issue.

The tow truck company is now fixing the mix-up problem.

I can't believe the scums are allowed to perform any form of service to the public because they violate any and every rule in the book guaranteed to screw only you the consumer over for laughs. This is how they stay entertainned. Tim Garrett should have his own reality show as he is totally....UNBELIEVABLE and gets away with it on a daily basis. How many Business Bureau complaints will it take before something is done to stop their miserable misuse of business practices. Financial Services - these guys wouldn't understand the effects of interest rate changes on the financial markets and how it effects your income portfolio if it were explained to them daily for the next year by a Harvard Business School Professor. That is unless he/she drew it with color crayons & made lots of pretty pictures for them to follow. Not only are the agents abusive & stupid, (hmmm, I wonder why the best job they could get is dialing a phone and harassing people) namely Tim Garrett. The manager Robert was immediately rude when I called to complain about his phone monkey and kept saying the same thing over and over. I'm not sure if he didn't realize he was saying the same thing or if he actually wanted to hear his own voice - actually, it may have been that he didn't understand me, I was using pretty big words like 'he doesn't live here' - I know, very confusing. So Robert it must be such a fab existence waking up every day, thinking "wow, I'm a manager of a collection agency, I've made the big time!" Let me guess Robert, gold pin-striping on your Corvette.
