Frank's Wrecker

On November 30, 2011 Driver Dually in loading $12,000 SNAPON toolbox and supplemental box damaged the SNAPON box by bending the wheel upon winching the box upon truck. When the box was finally loaded on flatbed truck the second box was latched to the other box and damaged both boxes. When I called the owner Frank he came out and looked at the box, accepted responsibility and stated he would pay for the damages in the sum of $700. He paid $100 of the balance then stated that he did not have any money and would pay the balance later. Today January 19, 2012. Frank stated that he said he would not pay for damages to box even though he agreed to damage by his company, and agreed to pay the sum of $700. A towing company that does not take responsibility for the damages done by the company. I want payment for the sum of that he agreed to pay.
