Let me start out by saying I was really hungry when we arrived at the Tortuga, and I love Mexican food, so I was pretty eager to like this place. However, I was very disappointed with the food. The salsa was very bland and not at all spicy. In fact, I thought that all of the food had a very pre-fabricated flavor to it (e.g. is the rice Rice-A-Roni??).
The service was prompt, but perhaps because every employee wanted to come talk to the creepy guy that was hanging out in the booth behind us. Apparently he wasn't a customer or an employee; my spouse and I speculating that he was conducting some "business" there with the staff. Employees seemed to need to go out to the parking lot with him with some frequency.

Pros: Prompt service, good location, lots of parking
Cons: Food was bland, pricey for the quality and ambiance
I love the food at Tortuga's. The queso is yummy and my favorite dish is the spinach enchiladas. They also have great salsa.
5Tortuga Kitchen was kind of touristy. The food was ok but it seemed to be a bit bland. The service was good.
3Mexican Restaurants are becoming a dime a dozen, and I feel this one stands out among them all. We were there in April of 2005. The staff was friendly, the food was out of this world, and I feel the price was just right. The Chipole Shrimp appetizer was incredibly delicious.
They have the convenience of take out if you want to dine by the beach, or just hang out in your room.

Pros: ample parking
