A American Bonafide Donation Services

In 2002 I donated my car to this agency claiming to be a non-profit 501-C3 organization. Papers were exchanged I sent paperwork to CA DMV and forgot about it. Until today, when I got a letter from a collection agency in NY asking me to pay about $170 for a $48 parking ticket in 2004 in Oakland, CA, on that old donation of mine license plate number. Neither have I seen that donated car since 2002, nor was I anywhere near California in 2004.

So the question is: Is this some kind of a scam prettending to be a charitable organization, or is their "only" a negliggence error, or is it the DMV that messed thing up?
The world should note. Their alleged site www.1donate.com is not working either.
