SANTA ANA, Calif., Oct. 12, 2004 (PRIMEZONE) -- The Fair Housing Council of Orange County announced today that the non-profit agency has reached a $185,000 settlement in a housing discrimination case against L'Abri Property Management, the company who manages the Sleepy Hollow Apartments in Anaheim, Calif. The Fair Housing Council joined Cynthia and Howard Cole as a plaintiff in the action. When the Cole's requested a reasonable accommodation due to her documented disability L'Abri Property Management refused to waive their no pet policy telling Mrs. Cole, in a letter, that the companion animal prescribed by 3 separate doctors was not necessary to her treatment. After their request was denied, the Cole's were served a 3-day notice to perform covenant or quit, requiring them to remove the companion animal or move out. This action caused Cynthia's health condition to deteriorate so badly she had to be hospitalized for over two weeks.

While making no admission of liability or wrongdoing, L'Abri Property Management and its owner, agreed to pay a total of $185,000 in damages, not engage in unlawful housing discrimination and to change the rules in place at all their residential rental homes to delete any unlawful discriminatory terms or conditions. L'Abri agreed to use the reasonable accommodation forms and follow procedures for granting reasonable accommodations outlined by the Fair Housing Council of Orange County. In addition, for the next three years, the defendants' employees and managers must attend fair housing training once a year, keep records of individuals inquiring about renting and requesting reasonable accommodations and make those records available to the Fair Housing Council, as well as give all tenants fair housing information and post fair housing signs in all rental offices.

"I'm pleased to announce a settlement in this case, but more importantly, I'm glad we successfully advocated for the rights of Mr. and Mrs. Cole. The Fair Housing Council hopes this will send a message to the community that mental disabilities are just as debilitating as physical disabilities and have the same protections under the law," said Elizabeth Pierson, CEO/president and General Counsel of the Fair Housing Council of Orange County.

The complaint, filed in June 2002 in partnership with the US Department of Housing and Urban Development (HUD) and the Department of Fair Employment and Housing (DFEH) by the Fair Housing Council, alleges that L'Abri Property Management and their employees discriminated against Cynthia Cole by not granting her request for a waiver of the no pet policy even though she had a documented disability under fair housing laws. Cynthia's doctors had prescribed a companion animal to assist her with her mental disability and emotional well being.

"This case was originally filed with HUD and DFEH, and the support of these agencies helped to bring this case to a successful conclusion without the need for prolonged litigation," Pierson added.

After the first denial of the Cole's reasonable accommodation request, they sought help and contacted the Fair Housing Council of Orange County which also requested L'Abri comply with the law and grant the reasonable accommodation requested. The management company refused to heed the advice of the Fair Housing Council even after L'Abri was sent a copy of the law. L'Abri continued to demand the Cole's move. The denial of the reasonable accommodation request for a person with a documented disability, whether you can see the disability or not, is a direct violation of the state fair housing law. State and federal fair housing laws make it illegal to deny housing on the basis of race, color, religion, sex, age, source of income, sexual orientation, marital status or national origin. In 1988, with the support of President Regan, Congress widened the protections and made it illegal to discriminate against families with children or on the basis of handicap or disability.

I have lived at Casa Flores Apts.,in the City of Orange for the past 3 yrs. All 3 of those years I have been harrased by my neighbor. It has come to a point where I have called the cops on him and have told my apt mgr about my neighbors behavior on several occasions. I still have 1/2 a yr left on my contract. Yesterday, I finally expressed to the apt mgr that at times, I was afraid for my life - he shrugged it off like it was no big deal. I then called the management company L'Abri - I was told that there has been worse situations than mine and I am not able to get out of my lease I would have to pay the $1500 to leave. Needless to say I am not looking for a lawyer...

Total ripped off when you moved out and bad experienced with the apartment . The manager was nice but nothing gets fixed though. I don't think I would recommend any of my friends or families to rent from them.

I am looking for an apartment in the Downey area and saw that L'Abri Management had several buildings in the area that I would like to live.

I called the listed number on the for rent signs,

I asked what buildings had 1 bedroom apartments open and what are the 1 bedroom apartments renting for?

I was advised that they manage over 800 apartments in the area and that I needed to return the the buildings I liked and get the names of the bulidings and call them back. I asked if they had a list of buildings that had 1 bedroom apartments open. She responded with no you need to get the building names and call them back.

I will not call back, I feel that if they really wanted to rent apartments they would be more helpful,

My wife and I lived at the Cornerstone Apartments for 3 years. We began a lease in October 2006 and vacated in October 2009. This was three, complete, 12 month lease terms. We lived there because we work in Downey. We own a new home in Joshua Tree, CA, and a home in the Leisure World retirement community of Seal Beach. We are not rich, but we're certainly not poor. I'm telling you this because I want you to know that we are not just trying to get out of paying $1500.00 to L'Abri. We can easily afford the $1500.00. However, it's flat out, wrong that we have to!
The on-site manager at the Cornerstone Apt. is Laura Kearse. She maliciously tricked us into allowing her to extend our last years lease, to 14 months. When we read the lease we noted to her that she had extended the lease, from Otober 2008 until December 2009. She told us not to worry about it, that she knew us, that we always paid on time, and never created any problems, that we were perfect tenants. But, when we decided to move into the Seal Beach property, and vacate the Cornerstone Apt., Laura Kearse advised us that we would be charged with a $1500.00 early termination fee. When I reminded her that she had extended the lease, she immediately responded with "Well, you signed it". I advised the L'Abri Management office of her unscrupulous action, but of course they said the same thing, that we signed it. I wonder how much they compensate their on-site managers for screwing good tenants out of money? By the way, we gave L'Abri over $36,000.00 in rent, including extra monthly payments for use of a carport, and they still want to screw us. Of course, we are going to pay it, because not paying them will result in a negative statement to the credit reporting bureau. IT'S EXTORTION! So, beware of L'Abri, and their trained, on-site managers. They don't appreciate even their best tenants. It's sad that they are allowed to commit these acts of thievery, by the issuance of a business license from the city of Downey. They should be ashamed of themselves.

I lived at the Exoctic Isle in Paramount. Great manager, they were always available when I needed them. I did have an issue with a noisy neighbor but managment was able to keep them quiet. Parking is tough sometimes but not bad enough to make a huge difference. The apatments were huge!

Not only was she telling people about how our house looked inside but how no one should trust us, how we stole things from her apartment, how we made threats to slash other residents tires... etc... all which are not true. This lady, Raihana Arellano, was always at our house up in our business so that she could gossip it all away. While she was "befriending" me and my husband she was telling us stories about other residents as well. Tons and tons of personal information being thrown out to make it public knowledge.. The bottom line is if you are going to move in there you will have your business thrown around, she has nothing better to do all day, you will pay sooo much for a tiny apartment, you will have a huge ant problem that wont be fixed because the manager has the same problem, an air conditioner that wont work and will be fixed "next week" but a YEAR later "next week" still didnt come. be cautious!!!! All other apartments on the street are much better and cost way less!!!

I left a security deposit for an apartment on Imerial Hwy in Downey, a week later, to my surprise, I got a pink-slip at work (I'm a teacher) and was not able to move in. I never signed a contract and didn't even have a move-in date. The land-lady said that I would get my security back but not the $25 for my credit-check. I said that was fine but guess what, I have been calling L'Abri in Downey and the man actually told me "I don't believe she said that, you can't get your money back simply because you changed your mind." Its a horrible, time consuming experience. Don't do it.

One you are in and you notice that they didn't keep their promises they pretend like they never said anything and that you are wrong. They cannot tolerate someone bringing up their errors to their face. All they care about is about the money. Don't trust these people with your money. They chew your words and make them lies!

I was renting @ a place called Georgia Peach Apartments in Anaheim, CA. The manager, (Margaret Evans) continually said that she was speaking with her boss to get me released from the lease. That was a lie also, she never did. I was only offered the option of a MTM and my rent would be $1,560, & they knew that I would not be able to afford that. My current rent during 2007 was $1,320. My car was also taken because the manager did not make repairs to the security gate & I had to purchase another car. During the summer of 2007 as they happened, I informed the manager that I buried 2 family members, I would be behind in rent because of that & desperately needed a surgery procedure in December & I would be disabled for 1 month. Continually, I asked to be released from my lease and was refused. Eventually I was put in eviction during my disability. I came up with the money before the eviction for rent including the balance for the prior month which was only $250.00 and she, (Margaret Evans) would not take it and said that l?abri was filing the papers. Before the eviction, Margaret got angry @ me because I refused to keep tabs on her boyfriend after she asked me to. I told her that?s not my job and her boyfriend was not my concern. I told her that their relationship was not my business. During my rrecovery I was unable to look for another place. During the proceedings, their lawyer requested that my record be sealed and it never was. L?abri billed me through the end of my lease @ as of April of 30, ?08. They rented the apartment on 3-1-08 to another tenant and they are still trying to collect money from me for last 3 mos of my lease.This is illegal.

About two years ago I lived in one of their properties in Costa Mesa (Monte Sereno to be exact) and I can say it was the worst experience ever!!!!!! The apartment was infected with black disgusting little insects! It was horrible! The second day after we moved in the toilet backed up and there was feces everywhere in the bathroom! I had to clean this mess! This happened more that just one time! My sister and I always kept everything clean and made sure there was not any food left out but still that did not help the insect situation! We ended complaining to the manager and finally they bugged the place. That still did not help. We ended up having to report this to the health agency( I believe it was that dept). They bugged the place again and that still left black insects( for some reason it wont let me type the right word which u already know what it is). So we definitely had to move out! So in order to ensure we got our full deposit back we asked the manager for the specific color to repaint the walls. She gave us the exact color and we painted and the color was just off the one on the wall. That just showed that the paint on the walls was old. We also had a friend clean our carpet who is a professional carpet cleaner. He left cleaner from when we moved in! While he was cleaning the manager ended up having the police give him a ticket for having a hose going to the drain even though it was clean water. Well they always know how to make sure you don't get your whole deposit back! They ended up only giving us partial deposit because they had to repaint! I can honestly say I hate these people!!!! So if you are considering moving in there DON'T! You will save yourself a headache!

I just wanted to let everyone know about my experience with L'abri property management. They are a bunch a vampires thirsty for your hard earned dollars. I lived in one of their complex for two years and at the end, they ended up keeping my security deposites for a very STUPID reason. Here is what happened, I gave them my thirty days notice that I'll be moving out at the end of my lease and their ding dong property manager told me repeatedly that everything was ok and I shall get my security deposite back within 3 weeks. At the end of 2 weeks, I got a check around $ 30.00 because they ended up charging me through the end of the month (about 13 days). My lease has expired almost a month before the day that I moved out but for whatever reason they had and may be printed in font size 2 in the contract, they held me liable for the remaining days of the month. Their ding dong property manager was clueless about this and when I talked to the BIG VAMPIRE (her supervisor), he blamed her for this and vice verse (she blamed him for this). I just wanted to share this with the rest of the people who consider renting condos managed by L'abri property management, BE EXTREMELY CAREFULL AS THEY WILL RIP YOU OFF!!!! STAY AWAY FROM THEM!!!!

I just wanted to let everyone know about my experience with L'abri property management. They are a bunch a vampires thirsty for your hard earned dollars. I lived in one of their complex for two years and at the end, they ended up keeping my security deposites for a very STUPID reason. Here is what happened, I gave them my thirty days notice that I'll be moving out at the end of my lease and their ding dong property manager told me repeatedly that everything was ok and I shall get my security deposite back within 3 weeks. At the end of 2 weeks, I got a check around $ 30.00 because they ended up charging me through the end of the month (about 13 days). My lease has expired almost a month before the day that I moved out but for whatever reason they had and may be printed in font size 2 in the contract, they held me liable for the remaining days of the month. Their ding dong property manager was clueless about this and when I talked to the BIG VAMPIRE (her supervisor), he blamed her for this and vice verse (she blamed him for this). I just wanted to share this with the rest of the people who consider renting condos managed by L'abri property management, BE EXTREMELY CAREFULL AS THEY WILL RIP YOU OFF!!!! STAY AWAY FROM THEM!!!!

Tenants at Casa Flores Apts.,in the City of Orange ,request a meeting with the owner of the property, a nice gentleman I met maybe five years back.There are many new and old tenants here who need answers.There were some recent events here where the manager first said she didn't want to be involved,then without asking us what really happened,since she was not ever here, she wrongly passed judgement. We are all left to wonder how this can happen.The end result has left us "willing to speak up" we'd appreciate the opportunity.
