Met with some friends while we were all 'out of town', but familiar with Jacksonville. Restaurant was in an old 'Waffle House' building. We all had our reservations about eating at this establishment (neighborhood / near interstate), but I felt compelled to at least write this review. Food was good, adult drinks were good, price and menu was excellent. I will visit again in the near future....One more thing, I don't typically visit 'non-chain' restaurants, because I'm finicky...

Mi Toro is easily the WORST Mexican Restaurant I've EVER eaten at. After driving by this place hundreds of times over the years my spouse and I finally decided to give it a try. When we entered you could tell it wasn't the nicest looking building or cleanest we've ever been to; but, it was nothing to make us turn away.

The setup and menu is very similar to most Mexican restaurants in that they bring you chips etc. This is where it started going downhill. The chips where kind of on the stale side and had a weird taste. Their counterpart, the salsa was very bland and almost tasteless. I must have added 6 tablespoons of hotsauce before getting anywhere with it.

Anyway when the entrees arrived everything looked okay. When I started eating it quickly turned to disappointment. The refried beans had an odd taste to them, maybe like they were old. I never really had encountered this before. I didn't think beans could be messed up. I then moved on to the fried rice; though similar to what one would expect the rice seemed like it was an off-brand version of some sort of boxed rice-a-roni. It was very disappointing. I will say the taco and enchilada was decent, though they both had an odd color. It was clear Mi Toro uses inferior food products that just aren't good. We knew we would not be returning.

THE SHOCKING PART ABOUT THIS WHOLE TRIP, AND TO OUR DISMAY, came two days later while watching the news. One of the local news stations has a restaurant report which happened to stop by with the health inspector to cover this place. The place was given 37 critical violations ranging from food lying on the floor to dead and live ro@&#es scurrying about. It was reported there were too many to count!!! Even worse when the inspector returned the next day nothing had been done.

The report sealed the deal we would never return and anyone reviewing this page should not either. I'll do my best to pass what happened on to everyone in town.

The atmosphere is limited due to the building's construction, but they have done a great job! Prices are very reasonable & the food is good. Staff is attentive & friendly,
