Landlord failed to return $250 security deposit and didn't provide a sufficient reason for a bill of $2000. I hand delivered to the office my Notice of Intent to Vacate. The receptionist made a copy and date stamped the notice that it was received and entered. In my notice, I specified the date I would be vacating the residence and delivery instructions were provided for returning the security deposit. I received a letter from 11 days later concerning how the apartment needed to be tended to prior to move out. It was thoroughly cleaned as specified and an approved carpet cleaning vendor was utilized. I contacted the office prior to my move out date to schedule a walk thru inspection with my property manager. The receptionist told me they didn't perform walk thru inspections with tenants. That the property manager would inspect the unit after all household items had been removed and the keys returned. When I told her that the Security Deposit Agreement specifies that I can schedule one, I was again told that walk thru inspections aren't done with tenants and I was denied the opportunity to schedule one. Keys, garage remote, and a copy of the carpet cleaning invoice were handed to receptionist on the date that I specified that I was moving out. I contacted their office on after I had not received my security deposit within the 30 day time frame specified within the lease agreement. I w as forwarded to the property manager's voice mail box and I left her a message to contact me. When I didn't receive a call back, I called again 6 days later and spoke with the receptionist. I w as told that ******* was no longer with the company and that the current property manager w as unavailable to speak with. I inquired on when my response letter was sent and was told it was put in the mail within the 30 day timeframe. I finally received the response two days later. It was delivered to a different address than I had specified on my Notice of Intent to Vacate and had been postmarked two days prior (the date I had called them the second time). I opened the envelope and found an inside envelope where the original letter had been mailed out to the apartment that I had rented from the property management company, postmarked 31 days after I had vacated the apartment. I'm uncertain as to why the original letter wasn't mailed to the address I indicated on my Notice of Intent to Vacate and effort wasn't made to deliver it within 30 days of the end of the lease agreement. Per Section 4 of Iowa Code 562A.12 - A landlord w ho fails to provide a written statement within thirty days of termination of the tenancy and receipt of the tenant's mailing address or delivery instructions shall forfeit all rights to withhold any portion of the rental deposit. The response letter was statement indicating an $2000 bill. I am unclear about the nature of the damages that equate to a $2000 deduction; specifically, labeled the charge ESTIMATED MAKE READY. Section 3 of Iowa Code 562A.12 is very clear that a tenant should know the specifics of what was damaged, and that a landlord may withhold only such amounts as are reasonably necessary. The statement specified that responses had to be made in writing and that the bill w as due in 14 days. I prepared two copies of a written response. I hand delivered one to their office, requesting to hand it directly to the property manager. I was not permitted to talk or see her, much less hand the document to her. I had to hand it to the receptionist and couldn't really see her hand it to the property manager. I also mailed the same response using certified mail with return receipt. Two days later the document was returned to me by the post office that the recipient had refused the letter.

Fast forward several months and I received a phone call stating that accounts had been reviewed and that I still owed them $100. I asked why I still owed the amount and what for. I asked when did they send me a bill for $100. The man on the phone stumbled and shuffled papers in the background and came up with a guessed date. He said $250 of it was for painting and the amount I owed was for cleaning. I asked for him to send me an itemized bill stating such. He said he would mail me out a bill but that it would still say ESTIMATED MAKE READY. He said that if I wanted an itemized list that I would have to provide them a written request for an itemized statement. Note again that Section 3 of Iowa Code 562A.12 is very clear that a tenant should know the specifics of what was damaged, and it appears Preferred Property Management isn't willing to be forthright with its tenants. How can a bill go from $2000 to $100 without any clear documentation supporting either invoice? The man who called threatened to send me to collections if I didn't pay them.

I unfortunately did not read the reviews on PPM before renting my apartment (Creekside Drive Condos in Cedar Rapids). Upon moving in we had so many maintenance and other issues. For starters, we didn't get a mailbox key until having lived there for 2 weeks. And as of right now, we STILL don't have a garage door opener (we've been in our place for over a month now). We put in a maintenance request a few days after moving in to get several things fixed (broken ceiling fan, broken washing machine, broken light fixtures, toilet never stops running, etc.) but have yet to have anyone out there to fix it. Every time we call nothing is ever resolved on the phone. They till us they'll call us back but never do. And emails are ignored 100% of the time. They are absolutely horrible and I wouldn't recommend them to my worst enemy. Avoid at ALL COSTS!!!

Another fun fact about our place: the walls are paper thin so we can hear everything. A few examples: we can hear our neighbors TV at all times no matter what the volume is, when our neighbors upstairs just simply walk around it sounds like a stampede, we can hear our neighbors using the bathroom...in great detail, and we can hear one of our neighbors snoring every single night.

Again...DO NOT RENT FROM PPM! I would give them 0 stars if it was possible.

These people purchased the property I was living in and took over the lease. Take the advice of so many who have already posted and avoid these people at all costs. They will nickel and dime you on charges after move out because they know most people won't go through the trouble to go to small claims court to fight over a few hundred dollars. They even had the audacity to send me additional charges after 30 days of moving out because the initial charge was "just an estimate" and they needed to mow the lawn (even though it was cut the day before I moved out). Rather than conduct business with integrity, they would rather take money from people who work hard to provide for their children so they can make an extra buck or two. If you have no other option, don't count on getting your deposit back and make sure you get EVERYTHING in writing.

I lived in one of PPM's property's for a year and half, during that time they lost my payment once (until I showed them the electronic receipt). At the end of each lease period they either make you sign another lease, or hike your rent up by a hundred dollars or more. They lost a lease extension that I personally turned into the office(until once again I showed them my copy of the paperwork). I submitted two maintenance requests, and neither of them were attended to until I called and nagged them about it (leaking toilet and no heat in the middle of February). If you look at the emergency maintenance phone number on the website it is the same as their office number. And to finish it off, they are now withholding all of my deposit and attempting to bill me an extra 400 dollars for new carpet (although there was nothing wrong with the old carpet) and misc. cleaning/maintenance which also hasn't been explained. I've sent in requests for the building supervisor (who ive only seen once) to send me an explanation of these charges but big surprise, I have yet to hear from her. If you do go into the office to try and get answers all that happens is you deal with the receptionist because the building managers are to cowardly to deal with any of their own problems face to face..(the receptionist will literally go to their offices and try to get answers, return to you and give you them, than go back and forth because they don't want to actually face any of their clients).

I love renting from preferred. I had horrible credit and was in a very bad relationship with previous landlord (eagle property >{) but instead of making me feel like i wasn't going to be qualified they simply just asked to have me file out an application, 2 days later i got a call saying that i was APPROVED, i was so excited because i fell inlove with my apartment. Instead of judging me for having some issues on my applicaiton they just simply asked me to pay more for the deposit and handed me the keys. I cant thank them enough, they have really turned me in the right direction. and theyre always so nice, despite being really busy they always have time to check up on me or chit chat about my apartment and how im adjusting when i come in to pay rent; my favorite is that they KNOW MY NAME!! what business nowadays knows its patients or tenants by name immediately after move in! Thanks PPM :)

I absolutely love Preferred Property Management. I started renting from them 4 years ago. When i moved into my house there were problems with it that needed to be addressed, i turned in my sheet (movein) and was pleasantly surprised by how fast they came out to fix them. i even had an issue with paying my rent last month and they worked with me instead of asking me to pay regardless of the fact that i was out of work for a couple of days and had a smaller paycheck. I have recommended them to several people in my family and friends circle and there just as happy as i am. its fantastic to feel rewarded for just paying rent ontime or early because this month i was picked to receive a credit because i was early with rent, which helped me out soooo much. THANK YOU Preferred!

Don't let Preferred manage you property!! We had to move out of state for my husband's job and would have lost money selling our house, so we wanted someone to take care of it and rent it out for us. This was in August 2012. We want out now. Supposedly the renter paid a couple weeks late in March, but we didn't find out until we contacted them asking why we haven't seen our money yet, and this was after the middle of the month when we usually see it. We were told we would see it by the end of the month. We are now into April and still haven't seen it. They, mainly Stephanie, still haven't called or e-mailed back why. They are terrible about getting back to us. So apparently they are not only bad to renters, but the property owners as well. There have been one or two other issues also. So I just wanted to warn others out there, because I didn't see anything out there about how bad they are when we were looking for someone.

I would give this zero stars if I could. Though I usually am hesistant to trust reviews posted online, the previous reviews are more than likely true. I moved into my building in 2009, and Preferred Property Management took over from Eagle Property Management in November 2009 (was not happy about this, I should have moved out right then and there). I must say that these are some of the most uncaring people I have ever had the misfortune of dealing with. I'm lucky that I never needed anything major done, because ALL calls that I made for any minor repairs went ignored. The initial manager I had, Becca, was very easy to get a hold of when I needed to and was actually surprsingly pleasant to deal with. But later on, Stephanie took over, sometime in 2010 or 2011. This person will do whatever she can to avoid you. Never once was a phone call of mine ever returned. I don't even know what she looks like. Also, they were having a meeting behind a partition once when I was at the office to pay my rent, and I clearly heard the person running the meeting instruct his staff (the management and maint ppl), to tell the tenants as little as possible when they had any questions about anything. Seems that avoiding the tenants in person is a company policy.

One other note. Shortly before I moved out, there had been some vandalism in my building in the common area. Preferred left a note in the main hall stating that unless the person who had done the vandalising was found, that ALL residents would equally be charged for the damage done to the commons (noting that they would take it from security deposit if you don't pay up). In other words, innocent people get charged for the actions of one individual.

But the worst experience was definitely when it came to move-out time. They showed my apartment to a prosective renter without giving me 24 hours notice. I work 3rd shift, so I had to deal with strangers in my place out of nowhere, while in pajamas. And the agent who was there with them offered no apologies whatsoever.

I also requested a move-out inspection. Preferred property will NOT do move-out inspections (and unfortunately in Iowa, landlords are under no obligation to do move-out inspections), so renters, if you discount everything else I've said, please at least take heed of this HUGE red flag. After receiving my very general NON-itemized list of charges from PPM, it's clear to me now why they refused to do a move-out.

I thoroughly cleaned my apartment from top to bottom. Carpet was professionally cleaned, and the cleaners even remarked that for living there for more than 4 years, it was one of the easiest jobs they had ever done. Didn't matter. I was charged $736.20 for a new paint job, in a 500 sq foot apartment, for walls with 4.5 years normal wear and tear, $55 for professional carpet cleaning, and also a $100 move-out coordination fee per lease..only it was never in my lease. Lost my reg sd and pet deposit and was billed for $341 (they made sure to include a note that said legal action will be taken if not paid within 14 days), which I intend to dispute in writing.

Again, before you rent from this company, please please take SERIOUS note of this. These people truly are slumlords.

Update on 3/18: I sent 2-page dispute to them via Certified Mail with carpet receipt and copy of their statement, certified letter was REFUSED, with no explanation. This review was originally posted on 3/1.

i rented from these people and it was terrible my toilet broke and they tryed to charge me to have it fixed i refused to pay it and told them that if i do pay for it when i move im taking the toilet with me now my water heater went out and they have yet to even look at it not only that it took me leaving 5 messages and calling around 20 times for them to even answer the phone i will be calling legal aide for help this is such BS

Horrible! Absolutely horrible! Maintanance is a complete joke! You have to call over and over to get any response. Even when you get a response, it's not good. The washer and dryer in our complex has worked for ONE month out of the 6 months that we've lived here. My A/C went out, I called to let them know that it was 90 in my apartment and I needed it fixed immediately. Of course, they do not answer their phone. So, I called the emergency maintanance only to be told that A/C is a "Luxury" and that they will fix it when they can. I advised them that I have a small child and a disabled child that has seizures if he becomes too hot. I was told that was "not their problem". I have called legal aid, I'd suggest anyone else with these problems do the same! BEWARE!! NEVER RENT FROM THESE SLUMLORDS!!

My A/C went out, I called to let them know that it was 90 in my apartment and I needed it fixed immediately. Of course, they do not answer their phone. So, I called the emergency maintanance only to be told that A/C is a "Luxury" and that they will fix it when they can. I advised them that I have a small child and a disabled child that has seizures if he becomes too hot. I was told that was "not their problem". I have called legal aid, I'd suggest anyone else with these problems do the same! BEWARE!! NEVER RENT FROM THESE SLUMLORDS!!

Preferred Property Management is a joke. They never return calls, they were suppose to fix a hole in the wall within two weeks of us moving in, a year later when moving out, hole still there. Then after us clearly marking it on our move in inspection, they charged it to us against our security deposit and it was there prior to us moving in. I hate this stupid management company! They are complete idiots and ignore you when you are having issues with your rental. You will call them and they will get back to you with a confused response two weeks later. I think they need to shut down they are worthless pieces of crap.

I am very happy with this company. I used to rent from them and then the building I was in got sold. The new owners took it somewhere else for services. The new ompany was so horrible that when my lease was up I went back to Preferred and rented another property from them.

This company is horrible to deal with - only interested in money and nothing else - I had no choice and had to rent from them, but I can't wait until my lease is over and I will tell everyone I know not to do business with this company.

These guys are crooks. We have had 4 managers for us in 1.5 years. They cannot keep employees. They lie, the have no idea what the fair housing act is for people with disabilities.

Do not pay money to apply with this company! They will rip you off! After reading the reviews of their renters; who would want their services anyhow?
I applied for a property, after a couple posing as the property owners advertised the property, and showed it to us. This couple emailed us the link to PPM where we had to pay $30 to apply.
After a few days had passed, I inquired about my application. I was told by PPM that they already had a deposit on the property. (The property is still advertised on their web page, so beware!) They also informed me that they do not rent to people with three dogs. (Even though the craig's list ad said that dogs were welcome). When I mentioned that the owners had said that dog's were allowed, PPM informed me that the "owners" were actually "renters."
PPM should show their own properties to avoid this very situation. It is unethical to accept money for an "application fee" when the property has been rented out already. I was blown off when I asked for a refund. I will be contacting the BBB over this.
Take my advice and don't apply with these crooks! I feel fortunate that we found out of their bad business practices and lack of ethics before we signed a contract with them.

Nope you heard it. Security comes by and scans the mailboxes to their points and then leave the premise. You will not see them again unless you make a call to have them come back. Kids are so loud and they don't do a thing. Must be too busy eating donuts and drinking coffee.

so i had a horrific experience with the people in the office recently. and i dont even rent from them.
to start things off, while filling out my application in the lobby, the maitnence man and one of the secretarys were talking openly about people they recently evicted, including names, and the reasons why they were evicted. imagine, college kids at a dorm complex were drinkin and partying? so they bragged about how they kicked them out at the beginning of the month and kept their rent and deposits.
now i'm a returning student from out of state, and told them that i wouldnt have the money available to move in untill the second week of janurary. i would have the first months rent pro-rated, and security deposit. all i wanted to do was fill out the application so that i could get my foot in the door and have it ready for when i had the cash in hand.
they told me that they couldnt and wouldnt handle the application without the $300 deposit up front, as well as the $30 non refundable application fee. i told them my story, and they said 'well its your problem not ours'. they then proceeded to poke fun at my aplication because i was truthful and said that i was defaulted on a loan from a year ago, and said that they dont cater to deadbeats, and i would need to have a co-signer or they want nothing to do with me.
at that point i decided i'd rather spend an extra $100 a month, and probably get my teeth kicked in before i gave them a single cent of my money. then talking with someone who was trying to sublet his apt from them, he told me he had 2 other applicants that he referred to them to take the lease off his hands, and they ended up screwing him and renting them new apartments under new leases.
lastly, after reading more review of how everyone thinks this place blows the proverbial big one, i saw one review of how it was a 'nice place to live'. conveniently done by someone who reviewed all their property and other misc business in the area on the same day between the hours of noon and 1pm.
this place is a sham. hopefully their bad business practice will cause everyone there to lose their jobs, and preferrably rot in hell.

Then Miller Avenue Apartments near Kirkwood would be the place to go. Commons area is constantly trashed, halls are dark and filthy, apartments leave a lot to be desired. Be smart and watch what they are charging you for! I give them a two thumbs down and a lot to be desired. Don't fall for the tuition line .... they need to upgrade their property and then they would get tenants to fill the place and tenants that would stay and fulfill their leases. Heritage Property and Preferred Property certainly run to the bank thanks to the Kirkwood Students ... it's better than the lottery!

For being in Cedar Rapids, IA, this place is like a Ghetto. When I say that I mean that there have been murders in view from my front door, a shooting in my building (the bullet holes have yet to be fixed), and the landlords behave outside of the contracts and the law, assuming that the tenants simply don't understand their rights. The security here tried to issue me a "disturbing the peace" ticket for smoking a cigarette outside of my apartment (literally). The Resident Manager tried to issue me a ticket for, and I quote, "Watching people play football in the parking lot." This entire company is a scam - they do not adhere to any agreements made, they move in roommates randomly and without notice (which they previously agreed to provide upon signing of lease), and in the entirety of my lease, the maintenance never fixed anything in two years. Not the door in the back, not the disposal, not the holes in the walls - absolutely nothing. Preferred Property Management will harass you and try to scam you out of more than the inflated rent they charge by means of fraudulent repairs (which never take place) and ticketing you for doing nothing. DO NOT RENT HERE, DO NOT LIVE HERE. I CAN'T WAIT UNTIL MY CONTRACT IS OVER. Of all the available properties and apartments near by, there is no excuse for you to be hustled here.

Watch out this company is VERY shady...they also promise alot and DO NOT folow through...stay away from these guys and Equity. Your best bet is to find a independantly owned complex if you are wanting to rent.
