I very much recommend you keep your receipts, pay by credit card (not that that will help, if you are travelling, and don't want to get held up in a contrived bill dispute by ornery front desk staff,) Also, make sure your car info is correct, IF you're lucky enough to get one of the 4 or 5 spaces in back. The neighborhood mostly of nicely maintained college dorms, once you get past the rundown exterior, the place is relatively OK.

I've talked to the owner and manager, and they are planning some changes. Which, if implemented, would improve my rating to much above average.

Pros: Surrounding several block area is University controlled, and pleasant

Cons: Some of the staff can be a little surly, keep your receipt!

My friend and I arrived off a long bus trip at 7:30am to be greeted by the rudest "customer service" we've ever experienced! Yes we may have been overly tired but we've been travelling for 2 months staying at hostels around the states and Canada and have yet to come across such rude staff and management. Aside from the fact that there's no aircon in the rooms and the trains blast passed the window every two minutes, we were told to leave the property between the hours of 11am and 2pm so they could clean the hostel! I don't know of ANY accomodation establishment that asks that of their guests. And the resulting "cleanliness" is nothing to be proud of either.
We accepted our fate and decided to just deal with it for 3 nights but when approached by the owner for our opinions we told him honest and openly that it really wasn't as we had hoped. Instead of taking our suggestions on board he completely shut us down and wouldn't talk to us anymore!
I would not suggest you stay at this Hostel even if it's the last accomodation in town. Though they're fairly strict about who can enter the hostel, there are no locks on the bedroom or bathroom doors, internet doesn't work, WiFi as advertised is not available, TV only has one channel, lockers are broken, lift is broken, you can't store anything at the front desk and the complimentary breakfast is a bagel.
Only good thing is it's 5 minutes walk to the slow (but reliable) trains that'll get you to downtown in an hour. The hostel's also 5 minutes walk from the beach which will give you nice respite from the sweltering hostel and cranky staff.
