First, a disclaimer, I am on the Board and I am a resident owner since 2008. We like most of Montgomery Village have been inundated with lots of renters in our community and foreclosures and so the crime rate here is like anywhere else in Gaithersburg, Germantown, M.V., etc. The Board needs support from the Community as we have an excellent Property Manager and staff but we cannot do it all! When there's something happening instead of calling 911, they call the property mgr the next day and complain!??
Overcrowding is an issue that Mont. Co. will NOT address. As long as they are related they will not force them to comply with the County ordinances - this is a political decision. Call HOA, IKE LEGETT and the County Counsel and let them know your feelings! This overcrowding causes increases to our condo fees due to the increased usage of water and electric and gas and the rest of us have to suck it up!
As far as I am concerned our community is no worse for crime and in some respects much better than the adjoining communities. Financially, we are solvent despite all the foreclosures - which are now almost gone and we now have most people paying their condo fees.
As far as the A/C & Heat, the Board (made up of homeowners - most are residents) & the Property Mgr make that call based on a prescribed formula - having to do with number of warm or cool days in a row. It is not done willy-nilly and notices are put out to all owners (if you read them) well in advance to allow folks to plan appropriately. The 2 weeks between switching over from A/ to Heat or vice-versa is due to the fact that we have a closed boiler system and you can't start pumping cold water into a hot pipe, etc.
I invite anyone who has a complaint to come to the Board meetings and participate in your community. We need you!
BTW, Ike Leggett is proposing almost an 8% property tax increase and most council members seem in support. WE are improving but we still have a ways to go and need help! This is your community - if you care - then do something besides complain! Stand-up & do something!

I've been at Heron's Cove since November 1993. I love it here with the exception to the fact that the entire complex is on the same heating/AC system. So, it is a problem for the condo association to decide when is best to switch from heat to A/C and back again. However, I feel it should be voted by live-in owners only. True, there are many very hot days when I wish I could just turn on the A/C; and I'm sure others feel the same on cold days. And yes, it is old, but you have a lot more space than if you buy a newer condo. In regards to the individual with the large family in their building who are renters and are the cause of roach infestation ... yes ... there is a law against that many people living in either a one- or two-bedroom unit. Report them to the Landlord Tenants association as well as to the Heron's Cove Condomium Office.

And everything Janet C claims is just plain NOT TRUE!

I have lived at Heron's Cove for 6 years, The office manager and secretary are very friendly, the grounds are very nice. My building was very nice for the first five years. The owner in the condo below me moved and rented out there condo to a couple with two childred; the building is a one bedroom garden condo. Since this family moved in there is 10 adults and about 4 children. They throw trash in the trash room on the floor instead of the containers, which are never filled. They throw trash in the hallways; they leave trash outside of their patio and grass area. This is the worst problem, the pest control have been coming to my place to spray for ROACHES for about four months; which I never-ever saw a roach before these people moved in. When I spoke to pest control, I was told that this condo below me is ROACH INFESTED and he believe the roaches are entering my place through pipe holds. now the person above me are starting to have ROACH problems. I am very surprize that there is not a law that so many people can live in a place that small. One more problem is they are running a catering business in thier condo, which is against the by laws; (I have reported them). I don't believe this is fair that I have to live with ROACHES being a owner and they are renting. Thanks for someone listening and feel my pain.

Heron's Cove Condominium is a terrible place to live at, especially the management office staff, very unaccommodating, careless and ignorant. They do not maintain the property's appearance overall, but ONLY in the visible areas to the street or passers by. I do not recommend anyone to buy a property at Heron's Cove! TERRIBLE MANAGEMENT STAFF and ZALCO REALTY is no better.

I don't think Heron's Cove is that bad! I've lived there for almost two years and, although it's not in the best of neighborhoods, the security people are always around and it doesn't seem unusually loud to me. The management always gives us plenty of heads up about what's going on and, although I do hate that they control the air conditioning and heat, this year it was turned on in mid May, not in June.MH

If you enjoy living in crime ridden, loud, poverty, run down holes in the wall, then you'll LOVE Herons Cove. This place should have been bull dozed in 1990 when it started falling apart. If you happen to pick up the local Gazette, you'll see that all of the crime takes place in the parking lot of Herons Cove or in an adjacent parking lot, strong armed robberies, murders, shootings, break ins, sexual assaults, etc. the crime and poverty level is so rampant that the police can hardly keep up and are essentially outnumbered. The units themselves are filthy, run down, not to mention that its the only condo I've ever heard of where you don't control your own heat and a/c. The Management Office controls the heat and a/c and regardlesss of the temperature ( i lived there and it was over 90 degrees for almost a week and they refused to turn the a/c on because it wasnt June yet. Yes, June. And there is no set day in June. Its whenever they feel like it. Same goes with the heat. So, if you feel like getting robbed in your own parking lot after a hard day of work to pay for a hole in the wall where you can't even relax in cool air in the middle of a heat wave, then, by all means, sign up to live at Herons Cove. If you wonder why they are so cheap, you'll find out soon enough.

Great location, across the street is the Post Office, a supermarket, dr offices, dollar store, restaurants, coffee shops and tons more. A school is also a couple of blocks away. The grounds are very well maintained and the staff is very friendly. The only thing I can find fault with is that the kids playground is a little plain with just a few swings and a slide. Also the facade of the buildings look very 1970's. Other than that it is a great place!
