Avoid Legum and Norman at all costs. It is hard to believe that they are not outright con artists.

L&N rented me a condo in Silver Spring. The list of complaints is endless:
- Despite asking several times for condo association rules I never received them before move-in. When arriving at the condo I was informed a resident and board member that I couldn't move in that day because I hadn't made arrangements according to condo rules, this cost me about $700 in moving expenses to make additional arrangements.
- Two months later we found out that the owner had not been paying his mortgage for the past 6 months and the property was being foreclosed. Even better, the landlord on our lease and the person who we were told to send checks to is not the legal owner of the condo.
- L&M lost our rent checks three times. One of the checks was deposited into a 3rd party bank account. Online image of the check showed a L&M tracking number on the check. It had reached the company and been stolen from someone inside the office. Eventually we resorted to using express mail with signature required for each monthly check. Overall it cost us an extra couple hundred dollars and a dozen interrupted work days to mail them.
- Our deposit was not returned for four months after departure. The condo was left in spotless condition, but of course they still managed to deduct $200 for who-knows-what. They never paid the fine for late return of the deposit that applies under Maryland law.

Throughout the experience it was always difficult to get anyone from L&M on the phone, they were always withholding information and turning everything around to delay until they were presented with hard evidence that they were wrong, e.g. the stolen check image with their tracking number on it; the paperwork taped to our front door with foreclosure notice.

Avoid dealing with L&M and avoid dealing with Fern Baguidy, the criminal landlord, at all costs unless you want to lose your money and end up in court to try to get it back.

Totally pointless organization. They manage a property I own in Denton, MD. They continue to raise the HOA Fees yet, the grass never gets cut, trash area looks like it belongs in the ghetto. Because of this poor service and raising HOA costs, property value is falling and my home that I bought knew is disgusting. I am seriously considering letting my mortgage company have it and taking the hit on my perfect credit score just to break ties since I own another home thats not in the projects. I have attempted to contact on several occassions for issues pertaining to property and safety and they do nothing but give the run around that is if you can even reach someone. I am only checking a star below bc I have to in order to submit this review, they dont even deserve one star.

Dealing with Legum & Norman is nightmare. Customer support is useless, if they like they will answer the query otherwise they can simply saying they don't know. For simple mortgage questionnaire they are charging $250.00 and taking 10 business days. Most of the condo associations give this information free of cost in less than one day. These ****** charging money and taking 10 days to process it.

The review from Ryan could have been my experience exactly. We have now been waiting over 7 days for this condo questionnaire which we paid extra to have expedited. The expedited service is promised in 24hours so when we called to see where it was we were told they mean 24 "business" hours. Why wouldn't they just say within 3 business days. We wouldn't have bothered to pay for expedited service. Then we're told our contact no longer works there and we're left with nobody to contact about the order. The receptionist refuses to put calls through to the resale department and insists on passing messages back & forth while placing the call on hold. It is absolute insanity. The unit has been on the market for over a year and the entire sale has now been held up an entire week because of this 1 page questionnaire which just needs to be signed. Considering the fee they charge to complete the form it should be a 1 hour turn around and signed in gold leaf! I am at my wits end and will now have to pay to extend the mortgage rate because of their lack of consideration. They are well aware they are the only hold up and yet refuse to send it any sooner than the last possible minute. I can only hope this is limited to resale paperwork and NOT a sign of their responsiveness to issues on property. Regardless I plan to write the board to make them aware that this is going to deter future resales and interfere with financing as it is a required document for any lender.

I am in the mortgage business and when we have a property purchase transaction that involves a Condo, we are required to get a Condo questionnaire filled out. So, in contacting everyone involved I fiind that Legum & Norman are the Mngmnt company. Not having ever had any experince with them I go forward with the best of intentions. Upon contacting them I am directed to a website that sells information for Condo questionaires. None of which I need, the information is about pools and parking spaces. All I am looking for is a signature on a dicument I have already filled out. So I contact them and the website, to no avail. I MUST purchase a document I don't need for $125 and then pay an additional $100 to have my document signed. Now it used to be that this whole process was free and then over time it rose to a $25 fee - all of which went to the person signing the questionnaire. Now they want $225. You can't get thru to anyone and they have you go round and round, all of which is for something I DON'T NEED. I JUST NEED A SIGNATURE. Now they either don't trust their employees to sign these things or they are just in it for the money. And my second view is that they can't be that busy right now in this business environment. Nothing is selling. In fact the Condo we are working on has been on the market for 2yrs. They won't work with the Agents, the Banker, the Seller, and most definitely they aren't going to help the buyer. Great business Model!
