For the rent you pay, it's not a bad place to live at all. I moved out 2 months ago after living there four years. Most of these comments are true. The caretaker's granddaughter IS a meth user, and her husband/boyfriend deals drugs. This is well known in the community. The caretaker's daughter is very kind, but her young, young son (maybe 14) is allowed to openly smoke . The owner, I guess his name is Jack, is a jerk. His ONLY concern is money. Once when my daughters and I each had groceries in our arms, he opened the door, walked through, turned and shut the security door on us. Which, I understand, it IS a secure building. But after living there years, and having GROCERIES in our arms, it's pretty clear we live there. He has zero tolerance on excuses for late rent, and I saw him harass my neighbor, a single mother who had just lost her job, daily for rent.
I have never seen rodents there, ever. There is a flour bug problem if you leave things in the cupboard, however. Bugs do work their way in, but it's by a forested area, so it's expected. The microwave, dishwasher, stove and fridge are all ancient, but again, rent is cheap. The dryers NEVER work, but the washing is ok and not too steep a price at $1.25. Jack makes sure to empty them daily so no one breaks into them and he would lose $10.
The smoke detectors go off every so often, but not as much as other large buildings I have been in. The building is safe and you feel ok at night, but the neighborhood is in quick decline. People drink and music can be loud, but that is apartment life in general, and I find it to be actually LESS of a problem here. Vandalism to cars does happen, but not as often as it once did.
It is not a "smoke free building". That would be impossible to enforce. The hallways and entrances are smoke free.

Owned and run by a slumlord. I recently became disabled and asked him to work with me on my rent until I could get disability squared away. Rather than work with me, he repeatedly knocked on my door while I was sleeping to harass me about rent. If I didn't feel like waking up to what I knew was more harassment, he'd just unlock my door and walk into my apartment without any prior notification. I left my apartment in great condition. Regardless, he kept my entire security deposit. When I first moved in, within a month the ancient refrigerator took a dive while I was away for the weekend, taking $350 worth of venison with it. When they replaced the refrigerator, they gouged the linoleum and tracked dirt all over my apartment. When I asked them to cover half the cost of the meat, they laughed and told me it wasn??t their problem. The caretakers have a meth user living with them whom I've witnessed smoking meth in their garage. I??ve watched their grandson walk through the parking lot trying door handles. There's a car broken into here at least once a week it seems. The rent may be cheap, but honestly, it's worth it to pay $100 more to not have to deal with this lunacy.

What can I say about Rainbow Plaza?? WORST PLACE EVER. Cheaper than most places, but prices HAVE gone up even for this place. There are places that are better and just as affordable. A lot of things depend from the owner. The owner Jack, IS greedy. Everyone knows that around here. What shocked me the most is that every morning between 8-10am he drives his white truck around the place to make sure everything is "under control". There are people in the building that literally "spy" on residents. Caretakers are smokers even their 13 year old grandchild smokes. This is not a smoke free building even though they try to say it is. Hallways STINK. Carpet is dirty. Garbage on the floor. Holes in the hallway walls. Laundry room is INSANE. Machines are like from 50's. Not one dry's the clothes. People always arguing across the hallway at 2-3am. And be ready to hear the FIRE ALARM. In one year we've been here it probably went off like 5 times. Fire trucks/cops, and of course Jack shows up in 3 seconds, but one thing he doesn't realize is that this place is up for destruction because it is SOO old, it's ready to go.

I lived at rainbow plaza for about 9 months in 2009-2010, on ground floor. This is a very bad place to live. I found mouse holes under my stove and behind my refridgerator that were poorly repaired. Apparently they had no idea about a mouse problem. (yeah right) There are huge spiders and weird long centipieds every where. The hall ways smell like smoke 24/7. The dryers in all 5 laundry rooms never dry your clothes completely, sometimes when you take them out they're freezing cold instead of the normal toasty warm. If you're ever in need of help do not count on the management to be helpful. This is the worst management team i have been involved with. The owner , Jack, does not care about anyone but himself, he is extreemly greedy and stingy with his money. ($20/mo. to plug your car in for the winter... common. Oh and only for an hour a day. Talk about rip-off.) The people above me were always drinking and had their TV on all night long loud while i tried to sleep. Across the hall a guy had problems with waist coming up his kitchen sink and over flowing, but they never did anything about it. (I saw it, it's gross) The only positive thing i have to say about these apartments is the price of rent. It's cheap, but you get what you pay for.

I believe that this building has lots of subsidized housing going on inside. And it seemed like across the hall from us, there was always a family that was going through domestic disputes. There was no heated garages or anything like that, but there were some garages available. There was one elevator, which was always being held on a floor by people moving in or out, or by people waiting for friends or something, so when somebody who was handicapped needed it, they were kind of SOL. No pets allowed here, not even small animals. Often, the hallways smelled like cigarette smoke, even though smoking in the hallways was obviously not allowed. The rent went up every year or so by ten-twenty dollars, but it was better than a lot of places, and you could get a two bedroom, two bathroom apartment for about 670 dollars.
