Admission to the FDR Presidential Library and Museum is included in the tour price for the Roosevelt house. The house is the main attraction of the tour, but the Library and Museum has plenty of keep FDR buffs busy. But if you go and don't want to go into the museum or house, you can walk around the grounds for free. This includes the garden in which FDR and Eleanor are buried, and the rest of the very picturesque grounds that the house and museum are on. This is a long day trip from New York, but it is certainly doable.
