This is the best management company I have ever rented from in 30 years. They completely renovated my building with new plumbing, wiring, free wifi, landscaping, and hardwood floors. They are friendly, and if you pay your bills you will never have a problem with them; quite the opposite, as they are happy and eager to help. When I had a computer problem paying rent online a staffer came and helped me through it (even though I had already paid), so it would be easy the next month. They are wonderful.

I lived at 1410 SE Belmont. Complex was always clean, easy move in process, i had bad credit and they accepted me with a deposit, apartment was WONDERFUL, and when I moved out i got my deposit back. woo hoo I will rent from them again when i move back to Portland.

I rent at the Belmont court apts. been here for two years and loving it. They accepted my 50pd dog and have always repaired maint. with in 24hrs. They dont pick up the office phone much, but always call me back with in the hour. Also Tonya was great! She got me approved and keys in hand in less then 30mins, Maintenance guy Don is awesome and great with my dog. Everyone that has had problems with star metro probably dont pay there rent on time or they leave there apt trashed. look luck

They are also trying to charge us for a "detached" smoke detector that we never touched.
Their properties may seem like a good deal, but they are not. They will try to screw you when you move out. SAVE YOURSELF A HEADACHE AND HUNDREDS OF DOLLARS AND NEVER RENT FROM THIS COMPANY!

I am a current tenant at Rose Court. I have to say I've had a great experience so far. I know there are many bad reviews but I can't agree.

I've been at Rose Court for 2 years in June. While it is true that calling the main office is futile, when I email or call Tonya or Sean I'm helped immediately. Tonya has always been very nice (and ive bothered her with lots of questions). Sean (the manager) has always been nice, whether it's a noise complaint (extreeeeeeemely rare it's a unusually quiet building) or an inquiry I have always been helped and he has always been friendly and gone out of his way to help.

One weird thing:
I received a late charge of $100 once but when I called and explained it was an error, they removed it.

Pros
There is free wifi (though not lightning fast, it's free).

They just put in HE washers

They are doing all new landscaping (nice!)

They installed carbon monoxide detectors

They accept pets and provide poop bags (I don't own a dog but my visitors find this very useful)

The building is cleaned weekly.

Large, clean, vintage, and affordable apartments

Very small deposits

Pay rent online

I've read the horror stories of move-outs. I can't speak to that yet (fingers crossed I don't have any bad experiences or 1,000 move-out fees, I may eat my words). My experience has been fabulous. I love living here. It's quiet, youngish, great location, and the really put in work to keep it nice and upgrade it when possible. As long as you pay your rent and don't trash your apt I don't see how you wouldn't be happy with Star Metro properties.

Going to small claims for the first time in my life. Will have to revise this review with more details at a later time, just felt like warning people.

Sean is probably the shadiest person I have ever handed money over to. I'd recommend people do their research, there are horror stories about this small company buried around the Internet and many of them detail experiences exactly like mine.

I have lived at the Belmont Court Apartments for over a year (I had to sign a year lease)) and have been continually displeased. Paying $745.00/month for a studio apartment in a building that has NO on site manager (I accidently locked myself out once and when I called the rental company I was told to call a locksmith-& this ONLY after multiple calls on my part.) nor does the company properly maintain the complex. The walls have not been painted in YEARS! The dingy hallway carpets have never been cleaned nor are they even vacuumed on a regular basis.
Recently, I received a 'bill' for 4 months of past hot water services, which was NEVER appropriately communicated to me. When I called to discuss this, SEAN-the "top manager" of the company said that these notices were sent to me via email. ??? I have NEVER received billing notices from rental companies via email nor was it ever expressed to me that this was how Star Metro would send out billing statements! Also, the email that they had on record was a work email which I do not use for personal matters and is from a previous job that I had not been at for a year. At no point did I receive a phone call or paper bill about these hot water fees. When I called to speak with Sean about this, he was incredibly rude (even interrupting and YELLING at me at one point) and unprofessional. I have NEVER had an issue with a rental company or landlord ever, I DO NOT recommend Star Metro-in fact, and I will actively dissuade anyone I know from renting from this company. They are AWFUL!

My brand new couch was destroyed by the fact that the crawl space underneath my apartment was most likely filled with water. Floors were always freezing in winter. Walls were full of mold, too. Always felt like a greenhouse in there. So much humidity. They kept saying there was a "tarp" of some sort in the crawlspace. How in the world can that keep rainwater and moisture from getting in from all the cracks and terrible construction? Had rats in walls and cubards. Went on for weeks and weeks, before they sent out exterminator. In the meantime, everything in drawers were chewed to bits by rats. They left turds everywhere. Even came out into the kitchen at night. Disgusting. I was blamed for leaving food in my cubards. Laughable.

These guys are crooks of the first order. They will blame you for everything that goes wrong. And charge you extra fees. Repairs..what repairs?
So funny...this rating site will not let you submit your review without giving at least one star. Just FYI, they don't even deserve that! Also, anyone giving these guys 4/5 stars are either smoking something or are actually Star Metro people mis-representing themselves as renters.

I fulfilled my lease & left my apartment cleaner than I got it and they still kept my deposit and charged me $750 for no reason at all. I've been fighting it for a year now that it showed up on my credit. If only they spent as much on maintenance as they did on their collections, I might have never left. These guys are shady!

I lived in Meagan Manor for 9 years and now am a landlord my self with a duplex. I thought we were being so kind when we got our 1st tenant. Boy was I in for an awakening. This person wrecked our place and we had to kick him out. It cost us a bunch of money. Than he tried to take us to court for his deposit. We won, but he sure lied about everything. Star Metro always treated me with respect and was always professional. It seems to me that some people want to spread their venom around just because they are angry that they had to pay for the damages or late fees that they were charged. We all have made mistakes and been late at some point. does this make the business that charges a late fee the bad guy. I hope not, because I am now that guy. I have to pay my bills on time and get charged if I am late. I hope this helps others looking for a good landlord these guys are good. Best of luck.

This place was terrible! We had mold all over our apartment. Then when we moved out they kept our deposit and had a completely fictional list of things we supposedly left behind. They charged us extra to clean the mold(that was NOT our fault) and to move out furniture that was never there. I always take pictures before and after of every apartment when i move in/out. I tried to dispute it, but they only took off one item. The man I dealt with was friendly, but not helpful. I ended up paying them because I had to move and didn't want bad mark on my rental history.

Move in day: Landlord there with message we have to sign 1 year lease! No previous notice about this. Mold galore..message from manager: you take too many showers, have to many plants, cook too much! No accountability. During major construction: No breaks on rent. Terrible noise for months,even during weekend. Dust, dirt, ongoing unsafe conditions, unprofessional, unskilled (I am sure illegal) workers who urinated in yard instead of using port o potty. Shotty work!! Laundry room: Nasty on a good day. Sewer overflowed in there during storm. 2 inches of sewer water in laundry room. Owner did nothing until tenants complained to city! Homeless folks living in empty space behind laundry room, using buckets to urinate/defecate! These folks stole our mail and personal property. Went on for weeks before anything done. Some tenants were given notices to leave if they spoke up about unsafe conditions. One very good tenant lost job/had no money, had no income, had to move out. Found renter for apartment herself, but was still charged for several months rent that was left on lease. I would not be surprised if there are many others like her who due to circumstances out of their control had to break the lease (especially during these hard economic times) and were charged for remaining months rent
These people are unscrupulous, callous, rude, arrogant. They care about one thing: make as much money as possible even at expense of tenants health, safety and well being. I have a new name for this company: No Star Metro Properties!

I also had a very bad experience with star metro. i want to chalk it up to them being the first property management company that i have subjected myself to in portland. but, this is not the case. my first month there i paid my rent 5 hours late. i could not find a deposit box in the apartment and then i couldn't find it at their "office"(one of their properties). this cost me a late fee. $100. okay, i signed the freakin lease, so i took that one, but $100 is a little much. The real problems began when i moved out. i had signed a lease and took my chances moving out early. i continued to pay rent when i was not living in the building and had returned my keys. i had signed an agreement that if it was rented that my money would be refunded. the cashed my checks knowing that the place was rented. I have called them several times since to get my money back. each time being told to wait another week. this management company boarders on criminal. it has been two months since they cashed the last check and i still have not gotten my refund. whether their problems stem from lack of organization, or that they are crooked, or perhaps not that bright, the bottom line is don't rent from them. the deposits are tempting, but they will nickle and dime you every other way. the rents are too high and they will charge you for every little ding and patch of mold in the apartment. do yourself a favor and rent from the several very nice private renters. they have better response times with your calls and have a personal touch. i could not even get star metro to do a checkout with me to look over the unit and take my keys. i got to leave them in a mailbox, not knowing when they would be picked up. i am not sure where this company is based out of, but i prefer to give my money over to nice people with faces that call me back when my stove doesn't work.

I've lived in my apartment for over a year. The entire building has been renovated. (I was a tenet during all the outer work: windows, new paint and landscaping. It was very inconvenient but I love my new windows and it's nice knowing the building is being taken care of.)
hardwood floors, tile counters, new windows and a gas stove!
Every maintenance request was attended to the next business day by a very kind and pet-friendly guy.
Star Metro has a lot of properties, so maybe it depends which one you get. I got the Villa Royalle. Love it and my neighbors too.

1. The only way to reach the landlord is a phone line that rings directly to voice mail, and they are SLOW at returning calls. It literally takes over 24 hours to get a response. Even when I left a detailed message, they would call back and ask questions that I had already went over with them.

2. I locked myself out of my apartment on a Saturday, and didn't get a return call until TUESDAY. I had to pay a locksmith over $200 to open their crusty old lock.

3. I found mold in my apartment, and their response was to tell me to open a window. Needless to say, the mold didn't go away and they were slower than ever getting someone in to clean it up. And when someone finally did come, they left my furniture in the middle of the room after cleaning behind it. Oh, and then I was charged for the paint.

4. My apartment was entered without proper notice three times.

5. There was a general lack of respect any time I dealt with any of the staff (apart from Don, who is a very nice individual). They treated me like I was putting them out for asking them to do their jobs.

Unemployment forced me to downgrade from my beloved apartment of 4+ years, a Star Metro property, Old Portland concrete building, renovated internally before I moved in.

During those years, several major infrastructure improvements were made: a new roof, an additional electrical source added, completely replaced water pipes. New paint, carpet and stone tile (cool!) in common areas. The grounds redone, new plants.
Notices of the necessary inconveniences were always posted in advance. (Oh yes, inconvenience there was. So?)

These improvements were beyond the usual stop-gap projects landlords often complete, when forced. Not only was the water delivery system replaced, changing out all old metal pipes for green plastics, but a hot water circulation system was installed. On the top floor of a three story building, with the gas boiler at ground level, hot water was always at the tap, saving untold gallons of wasted water. Unheard of in an old building, ask anyone.

I have read the complaints in the other reviews - I can't say whether we experienced different treatment, or whether tenants vary in tolerance and maturity.

Star accommodates pets of all sizes and varieties. That is a blessing. They do not refund pet deposits. It takes a lot of pet deposits to repair the damage of one Cretin pet-owner. Aye, there's the rub. People who Own pets with no REAL compassion for the animal they leave in a room all day AND no respect for neighbors and property --- they abound in our society. I have witnessed many in my STAR building, have rescued their pets, cleaned up the desparate animal's poop/pee in the hallways, listened to the hours of moaning of a young animal abandoned by someone who likes the IDEA of having an animal around.

Star Metro refunded my Security Deposit. I left my apartment undamaged and clean. I mean Clean.

I loved my charming, quiet, antique apartment-with-a-view (and annual, unavoidable mold issues) and left only under financial duress. There can be extra dilligence and forbearance required by an older property in the Pacific Northwest. If you are willing to lovingly negotiate with those requirements, there is payoff. Deliver me from buildings built after 1940, oh Lord.

I know Sean has rubbed some people the wrong way. Egomaniacs have issues with strong personalities. (No offense, Sean . . . your strong personality pushed through non-stop improvements in my building. You go . . .)

Unemployment forced me to downgrade from my beloved apartment of 4+ years, a Star Metro property, Old Portland concrete building, renovated internally before I moved in.

During those years, several major infrastructure improvements were made: a new roof, an additional electrical source added, completely replaced water pipes. New paint, carpet and stone tile (cool!) in common areas. The grounds redone, new plants.
Notices of the necessary inconveniences were always posted in advance. (Oh yes, inconvenience there was. So?)

These improvements were beyond the usual stop-gap projects landlords often complete, when forced. Not only was the water delivery system replaced, changing out all old metal pipes for green plastics, but a hot water circulation system was installed. On the top floor of a three story building, with the gas boiler at ground level, hot water was always at the tap, saving untold gallons of wasted water. Unheard of in an old building, ask anyone.

I have read the complaints in the other reviews - I can't say whether we experienced different treatment, or whether tenants vary in tolerance and maturity.

Terrible landlord. Real bumblers, and very unscrupulous. They can't quite seem to do anything right, and end up making you, the tenant, pay for all their mistakes. Most landlords in the Portland area truly shine by comparison.

i love my apartment it has been all redone including new pipes and wireing and i've had no problems with my manager they fix things when i ask and have been on time. i would rent from them anytime.

do not rent from these people. they hold a constant attitude of contempt towards their tenants, and a have complete lack of respect for people in general. our apartment was entered on 2 different occasions without proper warning or notice. also, when the apartment doors were being painted, they were left wide open (to dry?) for anyone to walk in and take whatever they wanted. the fact that people's pets got loose goes without saying.

furthermore, don't get excited about the minimal $75 deposit. they told us they painted each apartment every time it was rented and then charged us nearly $500 a full month after we moved out for painting. upon questioning, we were told that they usually never have to re-paint an entire apartment, but ours was deemed nasty enough to do so. problem is: we're especially clean. we only lived there a year, we're non-smokers, and we spent upwards of 6 hours cleaning the apartment and scrubbing everything down just to get our stupid 75 bucks back. aside from that, it's happened to everyone i've spoken to who's moved out.

these people are running a racket. they have questionable business practices, and are disrespectful to tenants. sure, they'll let you rent an apartment with a quickness, and you can bring your dog, but it will be ridiculously over priced, and they'll rape you for all you're worth in the end.

I have been in my apartment for 5 years now at the Mt. Tabor Apartments. My landlords have always been good to me. Never one time have I ever had a problem. When I need something fixed they always come that day. When I lost all my keys they replaced my locks and gave me new keys. They have always been so helpful. I have to move from Castle Manor and am very sad, I have lived here for 30 months and have been very happy with my apartment and Portland, I am moving to LA and hope that I can find as nice of apartment. also Starmetro has been very nice both when i arrived and now that i am leaving. I will miss Portland and my apartment. dont belive the negative, I lived thru major remodel and they went above and beyond to make me happy durring that trying time. when it was done we had an even better place then before.
I had old building with lots of character and with the new electric and wtaer I didnt have to worry about fusses blowing or low water pressure.

Tawnya the manager was extreamly helpfull in my move from Boston. She described Castle Manor and my new home. when i arrived she had everything ready for me. The building and my apartment was better then she said. i have lived here now for 4 months and have been very happy with my apartment.
Tawnya did explain to me that the building had gone under some major work, including all new wiring, plumbing, Interior paint,carpet and landscaping and that some tenants were very unhappy with the work that had to be done. i for one understand how these other people can feel because i left an apartment that was converted to condos and i lived thru some of that work and it was awfull. But i have to say it is nice to find an old apartment that has had all this work done to it and not turned into a condo. i like that it has really good water preasure and doesn't have the old fuses that always go out in the middle of the night. As for the management company, they have done everything that they said they would. i would recommend castle manor and starmetro most of all Tawnya was a huge help.

I suppose their name is ironic after all. I too am living at the Hoyt St. apartments formerly managed by Capitol property management. Rather than restating everything written above, I will simply attest to its truth. In addition to that, they have made seriously unprofessional mistakes from the get go. When they took over management, they wrote the wrong month on the notice letter, and therefore we sent the rent to Capitol. The next month they claimed to not have received my rent check even though my records showed that they had deposited it. The next month they said that they couldn't deposit my check because it was made out to the wrong property management company. They said that they had no idea who VRI-LLC was, but the initial letter they gave us asked to make checks payable to VR1-LLC. This month they are claiming that I have delinquent payments and that I underpaid. In each of these cases they have tried to charge me a late fee or some other fee, but after leaving numerous messages and never actually talking to anyone, I got most of them reversed. If you are considering moving into one of their buildings, be prepared for irritation. Good luck!

2. Brown water came out of faucets and the toilet on occasion. Laundry wasn't clean.
3. The bike racks were removed at Christmastime, and if we wanted access to our bikes, we had to keep them in our apartments. Along with our Christmas trees, visiting friends and family. It was cozy.
4. Strangers off the street would enter the building in the middle of the night via the fire escapes, even though it was supposed to be a secure building. Star Metro would not allow me to put a peep hole or dead bolt on my door, although my neighbors had them.
5. Although they knew since summer that some of the apartment windows needed to be removed and the sills rebuilt, they decided to wait until JANUARY to do this work. My electric heating bill was over $240.00 for that month while I tried to keep my apartment warm. This is not an exaggeration.
6. They stopped keeping the common areas clean. The smell in the common areas, and eventually in my apartment, started to permeate my clothes and my bed. I still don't sleep in that bed.
7. Mold grew on my bedroom walls. It made me sick and kept me sick until I finally broke my lease and moved three months early. Star Metro's opinion about the mold? It was due to "life style choices": showering daily and cooking one meal/day in my apartment -- while I was running a dehumidifier (and paying for that, too, in my electric bill). I followed the requirements outlined in my lease to prevent mold, including keeping my apartment heated (see above), and still black mold grew up along the outside walls of my bedroom. At the end, I was sleeping in my living room because I couldn't breathe at night in my bed.

I brought most of these issues to the attention of Star Metro during my tenancy, and they denied that any of these issues were ever possible.

I agree with the gist of the other comments. These people did the same thing to Belmont Court, where I used to live. Spare yourself a headache and don't do business with them. They're good at one thing, and that's making enemies very fast. For that reason alone, I wouldn't feel safe in any of their buildings.

When I moved in at 2437 NE Hoyt, the apartments were run by Capitol Property Management. They were professional and prompt across the boards and this was a lovely community to live in. When Star Metro took over,everything went to trash! Literally, they cut trash service from 3 times a week to one, so the dumpster is always over-filled and spilling. They do not have an office or phone and are only reachable by message machine, and usually take several days to return calls. They canceled yard and building cleaning services. And worst of all, despite assurances that new building ownership would not affect tenancy, in the third month they raised the rent by 170 dollars a month! Unheard of! To add insult to injury, they gave tenants the absolute lawful minimum notice in doing so. 16 units of people forced to make a moving decision in one day! Horrible! Greedy! Unscrupulous! If this company manages the place you are interested in, run quickly the other way! You will be very happy you did!
