It's not just U&B, it's everywhere in W. Philly/University City. As a transplant who is looking to finish up and get the "H outta Dodge," I'd noticed the laws in Philadelphia tend to be landlord-friendly unlike other places I've lived and it kinda makes sense because this is quite an impoverished city. The other thing is that because this area is flooded with students, they don't need to care. So one tenant leaves, another one will take his/her place. They will always have clients looking for temporary spaces with so many universities here. My advice: Just don't move to Philadelphia. It'll save you the trouble to choose a school elsewhere.

Renters should know that it is ILLEGAL for U&B, for any landlord, to enter your apartment without 24 hours notice unless it's an emergency that threatens the building. Nobody enforces this and nobody seems to realize that what they're doing is illegal. Don't just call in your complaints, email them and take photos. This makes the realty companies pay attention. As for U&B workers going through your personal stuff, yeah, I've heard that about U&B. Again, take photos, time-stamp them, etc. And if you don't want to go through all that effort, my advice is still the following: Just don't move to Philadelphia.
