Ogle beauty school is great to go to for cheap manicures and other beauty services. They have an instructor that checks on the student and grades them. I have used them to cut my boys hair several times and they have done a pretty good job. Don't go in a hurry though, it is time consuming because they are learning.

When I messed up my daughter's hair color, we went to Shelton's, She got a perfect color. It was especially important because she was competing in the Miss Teen Arlington pageant that weekend. She won! The Ogle's portion, the Beauty School has cute birthday packages for little girls with "Special" birthday whimsical hairstyles. A fun place for a birthday pre-party.
PROS: Experienced, stylists, up on current trends
CONS: $150 for color
