Before going into my experience, let me advise you that Mr. Garcia is operating on a revoked Virginia Class C license. The license was permanently revoked in 2006 when he did not return a customers $4000+ deposit as awarded by courts or pay $5250 in fines that we levied by the State. You can read all the details on the Virginia Department of Professional and Occupational Regulation web site at www.dpor.virginia.gov/regulantlookup. You can enter his revoked license number 2705035375 to see the details of his history. At the time I hired Mr. Garcia I knew none of this (BBB record at the time was clean though I have filed a compliant there as well). He did seem very passionate about the job and he was in the middle of the range of estimates I got so I gave him the job. The first warning sign that he might not be all that he appeared to be is that he went to cash my check at a checking cashing facility which struck me as rather odd. Later on he requested that all further payments be made in cash. Mr. Garcia did three jobs for me. One was to replace all the wood work on my front stoop. He did a decent job of this, but there were a few places that were lacking. One there were numerous exposed nails and screws that were not countersunk to minimize their appearance (especially in areas that would not be immediately obvious). Also Mr. Garcia did not prime the fiberglass columns causing paint adhesion problems. These faults were never corrected by Mr. Garcia. Next Mr. Garcia replaced my siding on the dormers, this job really was excellent and I have no complaints. Finally, there was a small job of replacing some siding near the roof that had rotted; it was here that Mr. Garcia took the greatest shortcuts. One he did not replace all the siding per our contract. Instead he left the rotted siding at the topmost point in place and just put paint over it to cover it up. It would have been hard to see from the ground but since he left his ladder I climbed up to inspect and it was obvious from that vantage. In addition on this job, he damaged a piece of hardiplank installing it and left it in place with a big crack rather than replacing it. Finally the contract called for caulking but he did not do any of this. Instead there were plenty of gaps that would allow water to get in and rot the wood trim. As this final job was approaching Mr. Garcia was pushing me to do an even bigger project which I declined. Basically once I declined this job Mr. Garcia showed no interest in correcting any of the items listed above and quit returning any of my calls. He also snuck back to our house and took his ladder during a single 30 minute period when nobody was around. The bottom line is he is not a truly professional business man, and clearly as his public record show does not follow up on his obligations. I suggest you avoid.
