Smoking hell

It seems almost everyone smokes on the balconies. The venilation is not good, and the smoke comes to the room from the outside. People smoke tobacco and pot, and the security tells it is legal. where do you get these prices?

Some stuff is overpriced unbelievably like pickled cabbage for example. I think it was either $7 either $9 bucks for a middle size jar ...honestly it shouldn't be more then $3 bucks like in any other Russian stores I've checked...
